Organizational SettingThe FAO country office, which is headed by an FAO Representative, is responsible for assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition’s, develop the agriculture, livestock, fisheries, and forestry sectors, and use their environmental and natural resources in a sustainable manner. The country office is responsible for leading FAO’s response to country priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority of actions. It ensures a multidisciplinary approach to programmes, in collaboration with offices and divisions at headquarters; develops, promotes and oversees FAO’s strategic response to country along with regional priorities. 
 The FAO Representation in South Sudan encompasses Five main streams: Emergency and Resilience, Natural resources and Sustainable Productions, Corporate and Operational Support, Economic and Social Development and Partnership and Outreach. The incumbent as head of the plant production and protection unit will perform activities related to crop production, seed sector development, crop protection, farmer group organization and capacity development under the Natural resources and Sustainable Productions stream. He/She mainly contribute to the country’s programme and portfolio by providing leadership in the management of plant productions and protections related activities.
Reporting LinesThe Agricultural Officer reports to the Head of Programme under the overall guidance of the FAO Representative.
Technical FocusSupport policy dialogue on food security, agriculture and rural development issues, facilitate the emergence of local, national and regional partnerships, and support capacity development and resource mobilization for food security, agriculture and rural development in the region.
Key ResultsComprehensive technical, statistical, analytical and/or policy analysis services and the development of specialized tools, methodologies, systems and/or databases to support the planning, implementation/delivery and monitoring of the programme of work and related products, projects, publications, and services.
Key Functions• Plans and leads components of multidisciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions• Identifies plant production and protection problems in the country and provide technical support for the promotion of safe and sustainable actions;• Provides guidance and support to the FAO programme team in the identification, formulation and implementation of FAO plant production and protection projects and programmes including support in capacity building and training, both at the national and field office levels;• Supports plant production and protection related programme planning, design, implementation and monitoring while ensuring their alignment to country, regional priorities and to FAO Global Strategic Objectives;• Provides advice to South Sudan in the implementation of international agreements related to the use of pesticides in agriculture and their technical guidelines, in particular the International Code of Conduct on the distribution and use of Pesticides and the Rotterdam Convention. Provides assistance in the harmonization of pesticide registration, in the dissemination of information related to pesticides and in all matters related to pesticides management;• Facilitates South Sudan representation in the International Plant Protection Convention, including the adoption and implementation of phytosanitary measures. Provides support to establish and implement measures to prevent the spread and introduction of pests of plants and plant products, and to promote appropriate measures for their control;• Works closely with the Regional Plant Production and Protection Organizations, regional and subregional economic and political organizations in the identification of priorities and definition of work programmes in the area of plant production and protection;• Leads the plant production and protection unit and ensures technical supervision of project personnel dealing with plant protection;• Provides information and support in exchange of information between South Sudan, subregions and FAO headquarters;• Liaises closely with the technical staff at the Plant Production and Protection Division at headquarters on all matters related to plant production and protection in the Country and ensure a timely exchange of relevant information with the Ministry of Agriculture and Food Security among other relevant government ministries;• Performs other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements• Advanced university degree in Agriculture-crop protection, plant sciences or a related field;• Seven years of relevant experience in crop protection or pesticide management in the field preferably including experience on main crops of the region;• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills• Work experience in more than one location or area of work, particularly in field positions is desirable;• Extent and relevance of field experience in plant protection and pesticide management in the field; • Extent and relevance of experience in project/programme formulation and implementation of projects, programmes and studies in the field of plant protection and productions in Africa region;• Extent and relevance of experience in providing policy advice at local, national, and regional levels;• Extent and relevance of knowledge in the implementation of international instruments related to plant protection, including the International Plant Protection Convention, the International Code of Conduct on the Distribution and Use of Pesticides and the Rotterdam Convention is considered a strong asset;• Ability to organize and conduct technical meetings, conferences and workshops;• Extent and relevance of knowledge and understanding of the work of international organizations and national governments, and multiverse communities;• Ability to mobilize resources.
