Description de la missionUnder the supervision of Expertise France and in close collaboration with the two resident experts, the project team leader is responsible for overall project and team management. He/ she will be mainly responsible for:
a.      Institutional management and relations with partners:
ü  Work in close collaboration with both the ministry of education and the ministry of higher education, including Faculties of education at both central and State levels towards their fool endorsement by beneficiaries of project outputs and results. The Team Leader must ensure the presence of one of the two other experts during the different meetings or at least providing feedback of these meetings to the team (minutes, etc.);
ü  In close collaboration with the teacher training experts, coordinate regularly with all operating agencies under the EU funded programme addressing teacher training to ensure coherence and relevant technical linkages: participation in steering meetings of the EQUIP programme at federal and state levels ;
ü  In close collaboration with the Project Team ensure ownership of the project with concerned parties;
ü  Represent Expertise France when necessary, especially during EQUIP coordination meetings, and ensure the relationship with the Delegation of the European Union in Sudan regarding the implementation of the project and its activities;

b.      Leading the project team based in Khartoum (animation):
ü  Organize and facilitate team meetings (weekly meetings);
ü  Supervise the organization and logistics of all project activities;
ü  Ensure information sharing.
c.      Reporting, planning, monitoring and capitalization:
ü  Coordinating the writing of the final report in collaboration with the project team in Khartoum and in close collaboration with the Project Coordinator;
ü  Consolidating activity planning in collaboration with the project team in Khartoum and in close collaboration with the project coordinator. The Team Leader will be supported by the Contractual Manager in the construction of the excel board.
ü  Under the supervision of the Project Coordinator, participate in the follow-up of the project in collaboration with the project team and the M&E service provider;
ü  Contribute to ensuring operational continuity between the two projects (EQUIP 1 and upcoming EQUIP 2) and propose specific action plans.
ü  Capitalize on the results of the project, and in particular write summary and/or technical notes on different themes (technical or cross-cutting).
d.      Administrative and financial management
ü  Control the administrative and financial management of the project in collaboration with the Contractual Manager;
ü  In close collaboration with the Contractual Manager, ensure treasury management in accordance with the management mandate granted by Expertise France;
e.      Communication
Ensure the implementation of the project’s communication and visibility in close collaboration with the Project Coordinator;
Description du projet ou contexteThe pre-service teacher training project (PSTT – EQUIP) is one of the components of the Education Quality Improvement (EQUIP) Program in Sudan which aims to contribute to the completion of quality primary education of children in Sudan through the improvement of equitable access to quality primary education. This project is funded by the EU Trust Fund for Africa and is implemented by several partners: UNICEF and Save the Children, British Council and Expertise France/CIEP and SOFRECO.
Expertise France is the lead implementing agency for this component working in partnership with France Education International (former CIEP), a public establishment providing technical expertise in education and training internationally on behalf of the French Ministry of National Education. This collaboration aims to meet the challenges of teacher training by providing a relevant expertise to support quality education in Sudan.
The specific objective of this 36-month project which began in March 2018, is to reinforce Sudanese pre-service teacher training in order to develop quality education standards and to structurally improve teaching quality of the basic education level with a focus on primary education. The key targeted result is the reinforcement of Sudanese pre-service teacher training in order to develop quality education standards and structurally improve teaching quality of the basic education level with a focus on primary education.
The project is divided into 4 key activities moving progressively from (i) a detailed needs analysis study including a baseline study, (ii) to providing support for the upgrading of pre-service teacher training and the (iii) development of evaluation tools, (iv) towards testing and dissemination of an upgraded training programme and evaluations.
In a context of replacement of the lead expert and with a view to the development of a further project (EQUIP 2 ; 2021-2024) in the continuity of this project, we are currently looking for a Team Leader at least for the last semester of the project (October 2020 – April 2021).
Profil souhaitéAdvanced university degree in education or related fields
Qualifications:
–       At least 10 years of professional experience in the education sector;
–       Relevant international experience preferably in Africa is an asset, or fragile countries
–       Experience in managing technical projects as a Team Leader or Project Coordinator (Minimum 5 years’ professional experience required with a confirmed level of responsibility and management)
–       Experience working with various partners including ministry staff
–       Experience working in multi-lingual/international environment
–       Fluent in English (French, first or second language), Arabic is an asset.
Skills:
Technical skills :
–       Ability to conduct a dialogue with public partners
–       Ability to build, maintain, coordinate and lead networks
–       Ability to develop and implement project management tools
–       Be able to provide methodological support for the administrative and financial management of the Programme
–       Very good writing skills in English. In general, professional writing skills, capacity for analysis and restitution in oral and written form.
–       Ability to synthesize.
Managerial skills:
–       Ability to manage and lead a team 
–       Ability to identify and develop the skills of its employees
–       Strong capacity for work and autonomy, flexibility and organization, reactivity and to meet deadline.
–       Perfect command of Office tools especially Excel
