Expertise France recruits 01 Operations manager -ENMAR Project (Brussels based)

Expertise France recruits for the « ENMAR Project », an Operation Manager whose responsibilities are as follows:

Operational management:

– Responsible for the operational management of the project. He/she supports the technical team in the planning of activities, their budgeting and implementation. He/she coordinates the organization of activities and ensures their follow-up.

– Supported by an accounting and logistics team in Brussels and at Expertise France (EF) headquarters, he/she oversees the management of HR, logistical, financial and administrative aspects related to the activities.

– Verifies the coherence of the planning of activities proposed by the strategic advisor in coordination with the technical team. In connection with the portfolio manager at headquarters in Paris, he/she regularly monitors the progress of the project and ensures that the planning, budgetary forecasts and deadlines for deliverables (annual, intermediate, event reports, etc.) are respected;

– Follows the development of the projects strategy with the technical team and the European Commission

– Participates in project’s steering committees and provides secretarial services;

– Seeks and facilitates with experts the development and maintenance of partnerships that can strengthen the positioning of the project and the success of proposed activities ;

Reporting:

– Oversees the development, implementation and reporting of the project’s communication and visibility plan;

– Reviews and consolidates reports submitted by the technical team (annual, interim…) before sending them to headquarters;

– Ensures that HQ is well informed by maintaining regular monitoring of project activities and news (weekly/monthly status updates, etc.), keeping a close eye on critical issues that could affect the project’s proper execution; acts as the single point of entry for HQ with the project team in Brussels; informs the EF Brussels Office regularly;

Administrative and financial management:

– Is responsible, in conjunction with the portfolio manager at headquarters, for ensuring that the project complies with the European Commission’s requirements in terms of reporting, auditing, purchasing and visibility, as well as with Expertise France’s internal procedures;

– Ensures the awarding of contracts in accordance with EF procedures, in collaboration with headquarters, depending on the amounts involved; and with the support of the dedicated support teams;

– As an agent of Expertise France controls payments and oversees the proper maintenance of the project bank account. 

– Ensures compliance with EF’s administrative, financial and logistical procedures

– Ensures the smooth running of the project office, supervises and plans the work of the assistants and ensures that the services and equipment guarantee a satisfactory level of performance;

– Is responsible for the updating and  management of contractual issues related to the database of experts and project contacts in the region,

Description du projet ou contexte

The Overall Objective of ENMAR is to strengthen the cohesion of the European Union’s efforts in enhancing maritime security and economic prosperity in the Gulf of Guinea. Specifically, ENMAR will support EU political engagement with GOG partners on maritime security, favor coordination between EU maritime initiatives and with non-EU iniatitives and provide some technical assistance in a wide region of maritime matters to GOG actors (IUU fishing, maritime pollution, maritime law..).

EnMAR will work closely with the EU internal services, in particular the European External Action Service, EU Delegations and other maritime cooperation projects.

Expériences / Formation

Profil souhaité

Strong experience in international project management (50 / 100)

– At least 5 years of professional experience, including 4 years in the development sector and/or international cooperation

– Excellent knowledge of the fundamentals of the project cycle

– Patience and ability to adapt

– Reactivity, autonomy – teamwork

Ability to work in a public international environment (30/100) :

– Excellent knowledge of the European Union

– Master’s degree in economics, finance, project management, political science, international relations/ international cooperation

– Full professional ability in English (written and oral)

– Excellent writing and synthesis skills (in French and English)

– Sense of diplomacy

Good command of the organization of international activities and events (10/100) :

– Experience coordinating and supervising private contractors

– Organization of successful activities in the framework of international cooperation projects

– Perfect command of office software

– Organizational skills and thoroughness

Knowledge of the topic (10/100) :

– Knowledge of maritime security matters is an advantage

Salaire

Position based in Brussels, full-time, 36 months.

Salary to be discussed according to the profile

The project will start end of September 2022.
