European Union: Call for Proposals for ‘Support to Botswana Civil Society’ Program

The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Support to Botswana Civil Society” to increase and deepen civil society organisations’ engagement in development and governance issues in Botswana.

 

Objectives

The specific objective(s) of this call for proposals is to enhance the role of civil society, including those organisations addressing gender equality, and the rights of marginalised groups, in the promotion of transparency, good governance and accountability, including internal accountability, enabling them to meaningfully participate in policy dialogue.

  • To strengthen Civil Society’s watchdog role in the implementation of the NDP11 and SDG’s as well as for the preparation and implementation of the National budget for improved, accountable, effective and sustainable development outcomes.
  • To enhance the capacity of Local Authorities to be more responsive in the delivery of services and promotion of development and inclusive growth.

Priority Issues

The priority(ies) of this call for proposals is/are:

  • Develop the technical, financial and administrative capacity of Civil Society Organisations (CSOs), including those promoting social inclusion (youth, disability, gender equality and women’s empowerment, marginalised groups, minorities), for the effective performance of their organisational mandates and improved internal governance and upward and downward accountability.
  • Improve CSO capacity to play an effective role as a development actor by strengthening CSOs and umbrella organisations’ coordination amongst themselves, with policy makers and development partners for effective participation in policy dialogue and improved capacity to hold government accountable at all levels.
    • Capacity building for improved governance and service excellence
    • Promote/strengthen transparency and accountability in public procurement and budget processes
    • Wildlife people conflict
    • Community based adaptation to ecosystems

Size of Grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

  • minimum amount: EUR 150,000
  • maximum amount: EUR 250,000

Eligibility Criteria

  • Lead applicant
    • In order to be eligible for a grant, the lead applicant must:
      • be a legal person
      • be non-profit-making and
      • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
      • be able to demonstrate that they have regularly carried out activities in the field of human rights and democracy at least during the last two years at the time of submission of an application
      • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
      • belong to one of the following categories :
        • be civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private sector non-profit agencies, institutions and organisations and networks thereof; or
        • be international inter-governmental organisations, as defined by the Rules of application of the EU Financial Regulation, applying together with an eligible local applicant;
      • For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. Unless sector-specific eligibility rules provide otherwise, if the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible to participate) or will be required to leave the project on the basis of Article [insert reference to the Article allowing termination of the grant agreement (change of the legal situation of the beneficiary)] of the grant agreement’.
      • This obligation does not apply to international organisations.
    • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
    • Eligible applicants having a nationality other than that of Botswana must act together with at least one national organisation acting as a co-applicant or as an affiliate. Effective cooperation with national organisations is mandatory and all actions should ensure involvement of at least one Botswana organisation during all stages of the implementation of the action.
  • Co-applicant(s)
    • A minimum of one co-applicant is required.
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Affiliated entity(ies)
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co applicant(s):
      • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
      • This structural link encompasses mainly two notions:
        • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
          • Entities affiliated to an applicant may hence be:
            • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
            • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may
            • be entities controlling an entity controlling the applicant;
            • Entities under the same direct or indirect control as the applicant (sister companies).
          • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
