The European Union has announced a call for proposals to support civil society organizations for enhanced cooperation with state institutions in relation to the European integration process.

Objectives

The global objective of this call for proposals is to strengthen capacities of civil society organisations in the sectors of consumer protection, environment and climate change, enhancing their role of competent,transparent, effective civil society actors that are accountable as well as enhancing interaction with state/public institutions to make a contribution to EU-related policy making in these sectors.

More specifically, the grant scheme is to support civil society organizations and representatives of stakeholders with a track record of advocacy, in particular in consumer protection, environment and climate change, to strengthen their capacity and enhance interaction with state/public institutions to make a contribution to EU-related policy making.

The specific objective(s) of this call for proposals are:

Increase the involvement of civil society organisations and relevant stakeholders with a track recording the areas of consumer protection, environment and climate change in the process of planning acquits transposition, policy change and institutional restructuring;
Enhance the CSOs and relevant stakeholder’s interaction and dialogue in the accession negotiations process, as well their capacities to monitor the process of European Integration through the participation in the ‘European Integration Platform of Partnership”.
Disseminate information, sensitize local actors and the wider public, educate and mobilize local grassroots organisations and provide advocacy in the areas of consumer protection and environment and climate change.
The focus of this call for proposals is to support civil society organisations and representatives of stakeholders with a track record of advocacy, in particular in consumer protection, environment and climate change, to strengthen their capacity and enhance interaction with state/public institutions to make a contribution to EU-related policy making.

Moreover, if a project proposal within any of the specific objectives includes some of the following aspects it would be considered as a value-added element:

Actions that are carried out by CSOs that have a successful and proven track record of advocacy in consumer protection and/or environment and/or climate change in the last 5 years;
Actions that have already identified the relevant public institution/s (central or local) with whom they will cooperate during the implementation;
Actions that take into account the requirements of the “Road map for governing policies toward an enabling environment for civil society”, specifically, Strategic Direction No. 1 (Institutionalized cooperation among government and civil society in policy making and in European integration) and the related priorities and measures;
Have an innovative character and/or promote best practices.
Funding Information

The overall indicative amount made available under this call for proposals is EUR 700,000 EUR. The contracting authority reserves the right not to award all available funds.

This information applies to both Lots. Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

Minimum amount: EUR 50.000,00
Maximum amount: EUR 90.000,00
Duration of action: The initial planned duration of an action may not be lower than 18 months nor exceed 24 months.

Eligibility Criteria

Lead applicant(s)

In order to be eligible for a grant, the lead applicant must:

be a legal person (individuals are not eligible, nor are informal alliance or initiatives without legal status), and
be non-profit-making, and
be a civil society organisation, such as non-governmental organisations (NGOs) with a proven track record of advocacy in consumer protection and/or environment and/or climate change, and
be established in the Republic of Albania, or in a Member State of the European Union, in an accession or official candidate country as recognized by the European Union or in Member State of the European Economic Area,
Note: For British applicants: Please be aware that following the entry into force of the EU-UK Withdrawal Agreement on 1 February 2020 and in particular Articles 127(6), 137 and 138, the references to natural or legal persons residing or established in a Member State of the European Union and to goods originating from an eligible country, as defined under Regulation (EU) No 236/2014, are to be understood as including natural or legal persons residing or established in, and to goods originating from, the United Kingdom. Those persons and goods are therefore eligible under this call.
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
Co-applicant(s)

Co-applicants participate in designing and implementing the action, and the costs they incur are eligible inthe same way as those incurred by the lead applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Co-applicants must sign the mandate of the grant application form.

The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they maybe entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies)
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g.network, federation, association, …) as the proposed affiliated entities.
