The European Commission is calling proposals for Civil Society Organizations, Actors of Governance and Development in Mali to support the development efforts of CSOs on the ground, particularly with regard to new priorities: climate change and the environment, gender equality, youth, root causes of irregular migration and forced displacement, crisis and fragility.

Objectives
For the implementation of this program in Mali, the Delegation of the European Union has drawn up this call for proposals, the general objective of which is to help support / strengthen civil society organizations as actors in governance and development in Mali.
This call for proposals for specific objective to allow cultural actors to identify with is the challenges of governance and development in Mali and to make their (s) response (s).
This call for proposals aims to create / sustain momentum for the creation and dissemination of cultural works, through a new generation well trained and equipped to respond to the one or more of the following priorities e s and challenges that they pose in terms of governance and development:
Climate change: increase the participation of cultural actors in the fight against climate change and its negative effects. It is about encouraging the participation of the population in the awareness of the impact of the change on their activities and developing a critical reflection on the possible actions at the local level. This awareness should make it possible to stimulate a change in the perception of the issue in Mali.
The participation of women in the decision-making process: promote the role of women and girls as agents of change in terms of their economic and social rights, their participation in public life, and their physical and psychological integrity, access to decent jobs. This priority must also involve men and boys in becoming aware of this change in behaviour.
Improving the attention given to the voice of young people: Allowing the aspirations of young people to be taken into account in the public debate and in Malian society in general. It is a question of bringing out through the activities the problems specific to childhood, adolescence and young adults in terms of physical integrity, access to economic activities and children’s rights, economic and social rights.
Prevention of irregular migration and forced displacement: support initiatives to better understand the root causes of irregular migration and forced displacement, in particular in areas of origin. Particular attention will be paid to actions that seek to demonstrate results on the perceptions of the populations of the areas of origin on the issue.
Participation in the prevention and mitigation of risks in fragile or conflict zones: develop the resilience capacities of communities in the face of environmental, economic or health shocks, natural disasters and conflicts. The actors will have to implement participatory actions that make it possible to achieve sustainable and endogenous solutions.

The overall indicative amount made available under this call for proposals is EUR 700,000. The Contracting Authority reserves the right not to allocate all of the available funds.
Indicative envelope per lot / geographical breakdown:
Lot 1 – District of Bamako: 150,000 EUR
Lot 2 – The regions of Mali: 550,000 EUR
Any grant requested under this call for proposals must be between the following minimum and maximum amounts :
For lot 1 :
minimum amount: 75,000 EUR
maximum amount: 150,000 EUR
For lot 2 :
minimum amount: 5 0.000 EUR
maximum amount: 300,000 EUR
Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action :
For applicants established in an ACP country :
minimum percentage: 50 % of the total eligible costs of the action
maximum percentage: 90 % of the total eligible costs of the action
For applicants established in another country :
minimum percentage: 50 % of the total eligible costs of the action
maximum percentage: 75 % of the total eligible costs of the action

belong to one of the following categories of organizations: non-governmental organization, association, public sector operator, international (intergovernmental) organization
be established in EU Member States, European Economic Area countries, IPA II beneficiary countries, developing countries and territories which are not members of the G20, the overseas countries and territories (OCTs) referred to in Council Decision 2013/755 / EU of 25 November 2013 on the association of countries and territories overseas to the European Union, the member states of the OECD
be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies), and not act as an intermediary.
Co-applicant(s)
For applicants established in Mali , there are no minimum requirements relating to the type and / or the recommended minimum / maximum number of co-applicants to be associated with the action.
For all others, it is requested to involve at least one co-applicant established in Mali in the action.
Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
Affiliated entities
The lead applicant and its co-applicants may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to co applicant(s)
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
