EU-Philippines Call for Proposals: 2018 EIDHR Country-based Support Schemes

The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “2018 European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Schemes (CBSS)”.

 

Objectives

  • The global objectives of this call for proposals are:
    • To support other priorities of the Union in the field of human rights where the Union has an added value or specific thematic commitment (EIDHR Global Objective 2).
    • To support democracy and peaceful pro-democracy actors in third countries with a view to enhancing participatory and representative democracy, transparency and accountability (EIDHR Global Objective 3).
  • The specific objective of this call for proposals is:
    • To support the work of civil society organisations in addressing the needs of vulnerable and marginalised groups with a particular focus on supporting the empowerment of these groups to claim their rights.
    • This call for proposals will have three lots that each correspond to a focal theme and linked to the above mentioned objectives of the programme and priority issues.

Program Lots

The program is divided in to three lots:

  • Lot 1: Support to the fight on violence against children
  • Lot 2: Business and Human Rights
  • Lot 3: Support to civil society organisations in fighting corruption

Size of Grants

Any grant requested under this call for proposals must fall between EUR 300 000 and EUR 480 000.

Location

Actions must take place in the Philippines.

Duration

The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.

Eligibility Criteria

  • Lead applicant
    • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
      • be non-profit-making and
      • be a specific type of organisation such as :
        • civil society organisations, non-governmental non-profit organisations and independent political foundations, community-based organisations and private sector non-profit agencies, institutions and organisations and network thereof at local, national, regional and international level;
        • public sector non-profit agencies, institutions and organisations and networks at local, national and international level
      • be established in a Member State of the European Union or an eligible country as stipulated in the CIR. Pursuant to Commission Implementation Rules (CIR) “Eligibility under EIDHR, no nationality restriction applies to lead applicants and, if any, to co-applicants and affiliated entities. However, where the lead applicant is not registered in the Philippines, it must act with minimum one co-applicant registered in the Philippines. and
      • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
    • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
  • Co-applicant(s)
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • Affiliated entities
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
        • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.

How to Apply

  • The application procedure consists of two phases:
    • Concept notes
    • Full applications
  • The concept note together with the declaration by the lead applicant must be submitted at the address given on the website.
