EU-Kenya Call for Proposals: European Instrument for Democracy and Human Rights (EIDHR) 2018

The European Commission is currently seeking proposals for its grant program entitled “European Instrument for Democracy and Human Rights(EIDHR) Country-based Support Scheme Kenya 2018″.

 

The specific objective of this call for proposals is to Support Human Rights Defenders (HRDs) organisations working at grassroots level in Kenya.

The priority of this call for proposals is to support Human Right Defenders organisations supporting human right defenders in one or more critical human rights domains in Kenya, such as the defence of minority groups, women rights, land-related rights, environmental rights, albinism, the fight against torture, etc.

Aims

Indicative types of actions aim at:

  • Strengthening capacities of local human rights defenders and HRD organisations (e.g. training on advocacy, litigation, strategies of change, research, monitoring and reporting about violations of human rights and impunity)
  • Monitoring and investigation on human rights violations, including fact-finding missions and dissemination of findings.
  • Provision of medical and psychological assistance, legal counselling and any other type of support
  • Awareness-raising on human rights and international law standards, increasing accountability, and combatting cultures of impunity
  • Advocacy, lobbying and development of strategies to create a better environment for HRDs and HRD organisations
  • Participation in public dialogue/ Collaboration with National Human Rights Institutions

Proposals should, whenever relevant, propose:

  • innovative approaches or methodologies, with the potential of replication on a greater scale, including the use of new information and communication technologies, social media etc.;
  • focus on the needs and challenges faced by the most vulnerable and marginalised groups and/or encourage the constitution and capacity-building of networks of local organisations and implementing actors.

Size of grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

  • minimum amount: EUR 385.000,00
  • maximum amount: EUR 445.000,00

Eligibility Criteria

  • Lead applicant
    • In order to be eligible for a grant, the lead applicant must:
      • be a legal person and
      • be non-profit-making and
      • be a Civil Society Organisation, an Association of CSOs or a public sector non-profit agencies, institutions and organisations(including the National Human Rights Institutions) and
      • be established in a Member State of the European Union or any other country. However, where the lead applicant is not established in Kenya, it must act with minimum one co-applicant established in Kenya, and
      • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
    • NB : please note that international organisation as defined by Article 43 of the rules of application of the EU Financial Regulation are not eligible under this call for proposals.
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
  • The lead applicant may act individually or with co-applicant(s) as specified hereafter.
  • If the lead applicant is a local organisation established in Kenya, it may act individually or with co-applicant(s) of any nationality.
  • If the lead applicant is not a local organisation established in Kenya, it must act with one or more co-applicant(s) of which at least one co-applicant must be an established Kenyan organisation.
  • Co-applicant(s)
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • Affiliated entities
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.

  • The application procedure consists of two phases:
    • Concept notes
    • Full applications
  • The concept note together with the declaration by the lead applicant must be submitted at the address given on the website.
