EU Call for Proposals: Support to Civil Society for Sectorial Networking Mechanism Program

The European Union (EU) is currently accepting proposals for its grant program entitled “Support to Civil Society for Sectorial Networking Mechanism”.

The global objective of this call for proposals is: to strengthen the civil society inclusion in public policies and decision making, through a structured civil and political dialogue. This will include establishing of a sectorial civil society organisation/s as a functional structured mechanism/s to influence the key sectorial reforms for the EU accession including the process of negotiation. This call for proposals will result in a single grant contract.

Priority Areas

The actions to be implemented through this call for proposals should lead, but not be limited, to the following expected results, which should be linked to the Country Specific Priorities matrix identified in the Guidelines for EU support to civil society in enlargement countries 2014-2020:

  • Public institutions collaborate with CSOs through a permanent dialogue and clear structured mechanism(s) for consultation on public policies, strategies and operational programs;
  • CSOs regularly network and make use for their increased impact on sector policies and advocacy for change, reaching a high number of CSOs working on the related nine sectors;
  • CSOs participation with Government is representative and with structured mechanisms in place to engage/inform constituents and beneficiaries;
  • Regular dialogue within the media community and with the other stakeholders is established.

Funding Information

The overall indicative amount made available under this call for proposals is EUR 500,000.00.

Eligibility Criteria

  • Lead applicant
    • In order to be eligible for a grant, the lead applicant must:
      • be a legal person and
      • be non-profit-making and
      • be a non-governmental organisation and
      • be established in the former Yugoslav Republic of Macedonia at least two (2) years before this call is launched and
      • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
    • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
  • Co-applicant(s)
    • The lead applicant must act with minimum three (3) co-applicants, forming a consortium . The consortium members must have capacity to cover all of the nine sectors that are dealt with the sectorial working groups (Public Administration Reform, Public Finance Management, Justice, Home Affairs, Environment & Climate, Transport; Competitiveness & Innovation; Education, employment & social policy, and, Agriculture & Rural Development).
    • It is required that one of the members of the consortium should be an organisation working in the area of gender mainstreaming to secure as a horizontal approach the gender mainstreaming in all of the nine sectors.
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant, excluding the limitation to be established in the former Yugoslav Republic of Macedonia. Co-applicants may be established in a Member State of the European Union or an IPA II beneficiary country.
  • Affiliated entity (ies)
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies)
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to applicant may hence be:
        • Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
