EU Call for Proposals: European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Scheme (CBSS)

The European Union (EU) is seeking proposals for a program entitled “European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Scheme (CBSS) Indonesia” to support civil society in its actions to support the protection and the promotion of human rights and fundamental freedoms worldwide.

The specific objective(s) of this call for proposals is to support civil society and human rights defenders in Indonesia working on human rights (political, civil, economic, social and cultural), and democratisation issues. The proposed actions should focus on the achievement of first objective of the EIDHR regulation, namely support to human rights and human rights defenders in situations where they are most at risk.

  • Promotion of non-discrimination in Indonesia in particular addressing the issues of the rights to information, freedom of expression, assembly and association of the most vulnerable and marginalised groups/communities. The aim should be to eradicate discriminative practices and/or policies and/or regulations as well as promoting policies based on equality principle.
  • Promotion of rights-based and sustainable business practices in Indonesia, to address initiatives at national and/or regional levels on the implementation of the United National Guiding Principles on Business and Human Rights in Indonesia, particularly linked to the three principles: protect, respect and remedy.

Size of Grants

Any grant requested under this call for proposals must fall between EUR 400,000 and EUR 600,000.

Eligibility Criteria

  • Lead applicant
    • In order to be eligible for a grant, the lead applicant must:
      • be a legal person and
      • be non-profit-making and
      • be a specific type of organisation such as:
        • civil society organisations, including non-governmental nonprofit organisations and independent political foundations, community-based organisations and private-sector nonprofit agencies, institutions and organisations and networks thereof at local, national, regional and international level;
        • public-sector non profit-agencies, institutions and organisations and networks at local, national, regional and international level; and
      • be established in a Member State of the European Union or Indonesia or any other country.
      • No nationality restriction applies to applicants and, if any, to co-applicants and affiliated entities; and
      • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
    • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
  • Co-applicant(s)
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant.
    • In addition to the categories, the following are however also eligible:
      • the National Human Rights Institutions or
      • Ombudsman office
  • Affiliated entities
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies)
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to applicant may hence be:
          • Entities directly or indirectly controlled by an applicant (daughter companies or firsttier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
