EIDHR Country-based Support Scheme (CBSS) for the Republic of Moldova

The European Union (EU) is currently accepting proposals from eligible organizations for its European Instrument for Democracy and Human Rights (EIDHR) Country-based Support Scheme.

The global objective of this call for proposals is to enhance and monitor the protection and promotion of human rights in the Republic of Moldova.

The specific objectives of this call for proposal are:
Lot 1 – Protecting the rights of the child in the Republic of Moldova.
The priorities for Lot 1 are:
Protecting children from sexual exploitation, abuse and trafficking
Providing social and psychological support and protection of children left behind by migrant parents
Preventing child violence and children from coming into contact with the law
Providing child-friendly justice as well as support for reintegration and inclusion of child offenders, child victims and child witnesses
Lot 2 – Supporting human rights defenders active in the protection of human rights in the Republic of Moldova, especially those most at risk.
The priorities for Lot 2 are:
Supporting human rights defenders including lawyers and other legal professions who are intimidated, stigmatized and persecuted
Improving the Environment for the Human Rights Defenders Activity in Moldova
Monitoring court trials of human rights defenders

15 Extraordinary Opportunities are open for New NGOs
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

LOT 1: Protecting the rights of the child in the Republic of Moldova
minimum amount: EUR 500,000
maximum amount: EUR 600,000
LOT 2: Supporting human rights defenders active in the protection of human rights in the Republic of Moldova, especially those most at risk
minimum amount: EUR 350,000
maximum amount: EUR 400,000
Duration

The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.

Location

Actions must take place in the Republic of Moldova, including the region of Transnistria.

Eligibility Criteria

Lead applicant(s)
In order to be eligible for a grant, the lead applicant must:
be a legal person and
be non-profit-making and
be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority and
be established in the Republic of Moldova, or a Member State of the European Union
Please be aware that following the entry into force of the EU-UK Withdrawal Agreement on 1 February 2020 and in particular Articles 127(6), 137 and 138, the references to natural or legal persons residing or established in a Member State of the European Union are to be understood as including natural or legal persons residing or established in the United Kingdom. UK residents and entities are therefore eligible to participate under this call
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
Co-applicant(s)
The lead applicant must act with at least 1 co-applicant.
Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Affiliated Entity(ies)
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
