Job Description

The purpose of the five-year, $55 million, USAID/Senegal’s Renforcement de la Littératie au Sénégal (RELIS) activity is to improve girls’ and boys’ reading outcomes in kindergarten through second grade by increasing the capacity of the Senegalese education system through institutional support and targeted assistance in nine regions of Senegal. By the end of the program, not only will greater numbers of students be able to read, but the systems at the central and regional levels for allocating teachers, books, and finances for high-quality reading instruction will measurably improve.

The USAID/Senegal RELIS program anticipates the following outcomes: Provide technical expertise, guidance, input, and assistance in order to strengthen the Ministry of Education’s capacity to deliver high-quality bilingual reading instruction services in St. Louis, Fatick, Kaolack, Kaffrine, Louga, Diourbel, and Matam;

  • Expand the delivery of high-quality reading instruction in national languages to two regions where it has not previously been implemented (Tambacounda and Kedougou);
  • Guarantee the purchase and delivery of high-quality teaching and learning materials (TLMs) for reading instruction to all USAID-funded reading instruction work in the nine regions;
  • Pilot, evaluate, and implement a model for bilingual reading instruction that complements and supports Senegal’s roll out of the Senegal Bilingual Education Integrated Framework (MOHEBS);
  • Sponsor innovations and data collection in kindergartens and teacher training institutions.

Position Description

The Reading Technical Director (RTD) will provide technical leadership and guidance for RELIS’ support to improved reading instruction – including materials development with a focus on integrating gender and inclusive approaches; leading the design and implementation of teacher professional development and teacher and classroom supervision and monitoring; and provide technical guidance on student testing efforts. Additionally, the RTD will ensure complementarity of activity approaches in reading across project regions and will collaborate closely with Ministry of National Education (MEN) officials.

Functional Responsibilities

  • Provide overall technical oversight and guidance to program work related to improving instruction in early grade reading, including materials development and teacher professional development in concert with the MEN, and increasing family and community engagement in early grade reading;
  • Guide program staff on essential components of reading programs, including curriculum design, lesson planning, instructional approach, teacher professional development, materials development, classroom-level formative assessment, and and advise on large-scale EGRA-like assessment, to develop and integrate highly effective activities for maximum effectiveness at the program level;
  • Engage with actors across the education system to optimize use of available resources with specific attention to school and classroom management practice, including quality assurance, supportive supervision, and coaching leading to improvement in teaching and learning outcomes at the primary-school level;
  • Key program interface to manage relationships with local implementing partners;
  • Oversees aspects related to quality assurance, training and monitoring of teachers;
  • Manage technical staff working on materials development, training, and liaising with private publishers;
  • Review, analyze, and evaluate the effectiveness of RELIS literacy-related materials and interventions and recommend improvements to meet project goals;
  • Support other specialists on the team to ensure overall program coherence and complementarity across IRs;
  • Relative to EGR, work directly with home office and local language experts in the design of pupil and teacher
  • EGR materials as well as KG and Grade 1 oral language support materials appropriate to implement the program.

The candidate for the position of Reading Advisor shall have at a minimum the following qualifications:

Qualifications

Education

Master’s degree (or equivalent experience) in education, international development or a related field, preferably with a specialty in early grade reading.

Skills and Experience

  • A minimum of 7 years of experience on education projects; experience should include designing curricula, materials and/or teacher training programs in local languages and/or French, to support the improvement of early grade reading teaching and learning;
  • Experience and networks in Senegal, preferably in the education sector;
  • At least four (4) years of experience in technical direction of international programs that work specifically to improve early grade reading in local and French languages;
  • Proven ability to lead, coordinate and manage teams;
  • 5 years of experience in a supervisory role;
  • Knowledge of early literacy competencies and reading diagnostic measures highly preferred.

Language

Fluency in French is required. Fluency in one or more languages spoken in Senegal is desired.
