Job Description

The purpose of the five-year, $55 million, USAID/Senegal Renforcement de la Littératie au Sénégal (RELIS) activity is to improve girls’ and boys’ reading outcomes in kindergarten through second grade by increasing the capacity of the Senegalese education system through institutional support and targeted assistance in nine regions of Senegal. By the end of the program, not only will greater numbers of students be able to read, but the systems at the central and regional levels for allocating teachers, books, and finances for high-quality reading instruction will measurably improve.

The USAID/Senegal RELIS program anticipates the following outcomes:

  • Provide technical expertise, guidance, input, and assistance in order to strengthen the Ministry of Education’s capacity to deliver high-quality bilingual reading instruction services in St. Louis, Fatick, Kaolack, Kaffrine, Louga, Diourbel, and Matam;
  • Expand the delivery of high-quality reading instruction in national languages to two regions where it has not previously been implemented (Tambacounda and Kedougou);
  • Guarantee the purchase and delivery of high-quality teaching and learning materials (TLMs) for reading instruction to all USAID-funded reading instruction work in the nine regions;
  • Pilot, evaluate, and implement a model for bilingual reading instruction that complements and supports Senegal’s roll out of the Senegal Bilingual Education Integrated Framework (MOHEBS);
  • Sponsor innovations and data collection in kindergartens and teacher training institutions.

Position Description

The Chief of Party (COP) will oversee all the RELIS project’s operations and activities. This person will lead the senior management team at the central level. The COP will be responsible for strengthening relationships with government counterparts in prior programing regions and building relationships in the launching regions. The COP will be the chief project interface with the Ministry of National Education (MEN). The COP will be the project’s chief liaison with USAID. The COP will work with USAID, partners, and MEN to set criteria for the technical assistance regions, in consultation with project senior staff. The COP will troubleshoot issues that come up with the national level entities, partners and stakeholders during implementation, using negotiating, problem solving and diplomatic skills to find solutions to keep the project relationships strong, transparent, and productive.

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Qualifications

Education

Master’s degree in education or a directly relevant field from an accredited university (Ph.D. or Ed.D. is preferred).

Skills and Experience

  • At least 15 years of experience in relevant management, supervisory, technical expertise working with programs that are of a similar scope to this activity is required (at least 10 of these years must be in a management/leadership position, managing USG funding;
  • At least ten years of experience in the education sector in Sub-Saharan Africa, preferably in Senegal or West Africa, with experience in project design, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement;
  • Experience in early grade reading and education in informal and rural settings is a must; and
  • Demonstrated experience and knowledge of capacity development and professional development.

Language

Professionally proficient and fluent in written and spoken English and French. Local language capability is preferred.
