This grant competition should provide access to resources to organizations at risk through COVID-19. According to experts, the second wave of the pandemic, which will come in autumn and winter, will strike even harder than in spring. That is why it is important to support and strengthen the capacity of CSOs today to meet the challenges posed by the pandemic.

The project aims to strengthen and promote the role of civil society in ensuring continuous communication between citizens, government and the private sector, especially during uncertainties or emergencies situations. Strengthen the capacity of CSOs to carry out their missions effectively in such conditions and mobilize the community, attract local resources independently and / or in partnership with public and private sectors and continue to provide services and support to their own target groups, especially vulnerable groups.

Objectives

The specific objectives of this grant competition are:

Strengthen the capacity of CSOs to adapt and respond to the challenges and consequences of the COVID-19 pandemic;
To support the efforts of CSOs to meet the needs of communities, involve citizens in the implementation of local initiatives and increase the resilience of communities to challenges caused by unforeseen circumstances, in particular, the COVID-19 pandemic;
Facilitate the support of CSOs (developing their organizational capacity) working with vulnerable populations to provide assistance and services to their beneficiaries during unforeseen circumstances and constraints caused by the COVID-19 pandemic;
Assist in supporting the activities of CSO associations, platforms, and networks aimed at increasing the resilience of CSOs to pandemic challenges and responding quickly to the needs of beneficiaries in the context of the COVID-19 pandemic.
Funding Information

The possible grant amount for this grant competition is from UAH 64,000 to UAH 480,000.
Average the expected amount of the grant is UAH 224,000.
Project Results

Among the expected results of the project:

Strengthening the capacity of CSOs to respond to and participate in the needs of communities / citizens the process of forming local policies;
Strengthening the capacity of CSOs to represent the needs and protect the rights of citizens create an opportunity for deeper involvement of CSOs in the process of democratization in Ukraine;
Strengthening the capacity of CSOs to provide services to affected communities the impact of crises and unforeseen situations, including but not limited to COVID19;
Improving the socio-economic conditions of CSO beneficiaries by strengthening skills to represent the interests of communities;
Expanding funding opportunities for CSOs to form self-charged communities by creating a more favorable environment, developing cooperation skills and activities aimed at developing trust.
Eligibility Criteria

Civil society organizations that will submit project proposals for this competition must meet the following requirements:

be officially registered in accordance with the Law of Ukraine “On Public association “(2415-VIII of 15.05.2018) and the Law of Ukraine” On Charitable activities and charitable organizations “(1664-VIII of 06.10.2016) with the status legal entity;
have the status of non-profit (only non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
have a team with the appropriate qualifications and experience to perform proposed in the project application activities.
Eligible Costs

Eligible costs under this grant competition include:

fees of involved experts;
payment for goods and services required for project activities;
payment for communication and information services;
payment for consulting services required to achieve the project objectives;
printing and copying services;
stationery costs;
transport and other costs associated with the project activity;
purchase of equipment necessary for the project implementation;
other reasonable project costs.
Evaluation of Applications and procedures for Funding

The evaluation of project proposals will take place in two stages:

In the first stage, ISAR Unity evaluates project proposals for compliance Invitation to participate in the grant competition according to the following criteria:

compliance of the application with the established form;
compliance of the bidder with the established criteria;
availability of the entire package of necessary documents.
Based on the results of the evaluation at the first stage, ISAR Unity decides on admission applications for the second stage of evaluation. All participants who will not be admitted to the second stage evaluation, will receive a message in the “office” on the ISAR Unity website and one-mail specified when registering the organization.

In the second stage, project proposals will be evaluated by the Tender Commission. With it, The competition commission has the right to turn to an independent expert opinion during the selection project proposals or to the opinion of local authorities in whose territory the activity is project implementation is envisaged .

All participants whose projects will be selected will receive a message in the “office” on the ISAR Unity website with the decision and comments of the Tender Commission. After finalization of applications according to the comments of the Competition Commission ISAR Unity will sign the contract with the winners of the competition. Grant funds can be transferred in two or more tranches, depending on the conditions agreement, grant amount and specifics of the proposed project.

Reporting, Monitoring and Evaluation of supported Projects

Grant recipients are responsible for monitoring the implementation of the project and evaluation of its results. ISAR Unity will monitor grant projects through grantees ’reports, visits to communities where projects will be implemented, meetings with project employees and their partners, as well as participating in project activities.
