Responding to humanitarian, recovery and development needs in the DRC since 1996, IRC in DRC is guided by its fundamental principles of capacity building, participation, partnership, protection and promotion of human rights. Currently, our main areas of intervention include multisectoral emergency response, health, nutrition, good governance and conflict management.

SUMMARY OF THE JOB
IRC is looking for a Senior Education Coordinator for CYERA, a USAID-funded project in DRC.
This position will provide technical leadership and management of the CYERA program and the education sector, in the development of safe and gender-responsive educational environments. He/She will also work on expanding community access to formal and informal education services for CYERA, including overseeing the Healing Classrooms model.

This position will provide technical and implementation support for capacity building of local NGO partners in the education sector, rapid response, and teacher well-being, and will work closely with FHI360 and colleagues of other sectors.

This position is dependent on the allocation of funding to IRC and is expected to start in November 2020.

PROFESSIONAL RESPONSIBILITIES
– Provide technical leadership in access – developing safe and gender-responsive educational environments, and expanding community access to formal and informal education services for CYERA, including supervision of the Healing Classrooms model.
– Coordinate the activities of the entire access team (field management, monitoring and evaluation, and operations);
– Regular communication and coordination with the Project Manager, the DDP and key staff at headquarters on technical and project management issues;
– Provide technical supervision of the access team and strengthen the technical capacity of staff to implement high quality education programs;
– Make regular visits to project sites, to the extent possible, to provide technical assistance and ensure proper implementation and monitoring of project activities;
– Produce contributions to monthly, quarterly, semi-annual and annual reports for the Project Manager and donors, as required.
– Coordinate with the economic, protection, and governance teams and other country program teams as needed.

REQUIREMENTS
– Graduate degree (doctorate or master’s degree) from an accredited university in education or a related field;
– At least 5 years of experience in managing technical assistance for education programming, with at least four years of experience working specifically in crisis or conflict contexts is required, preferably in the Great Lakes region and / or in the DRC specifically;
– Significant prior experience in the field of education in emergencies, including the specific themes highlighted above;
– Experience in the development of technical tools and materials, monitoring and evaluation, and research related to education is highly desirable. Experience in strategy development and intersectoral or interdisciplinary work is highly desirable.
– Strong negotiation skills and the ability to develop relationships with local counterparts, donors and other stakeholders;
– Strong communication skills, both oral and written;
– Fluency in English and French required.
