Job Purpose
The International Federation of Red Cross and Red Crescent Societies is guided by its Strategy 2020 which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity. The mission of the Secretariat is to build a humane, dignified and peaceful world by helping National Red Cross and Red Crescent Societies to become stronger, promote their interests globally, and enable them to work together effectively as the International Federation.
In line with the new Federation Operational structure the DCPRR in the Africa Region, will continue to coordinate disaster management activities at Country Offices/Multi Country Support Cluster level. As part of the operations of the DCPRR Unit effort are on-going to constantly map out the current level of capacities throughout the Region’s national societies. Being an intensive region, with currently over 60 operations, the Africa Region needs to continuously be available to national societies, mobilizing support as appropriate, which in turn depends on proper information about available resources. The DCPRR Unit stands at the centre of an integrated Red Cross and Red Crescent disaster response system in Africa, playing a pivotal role in providing National Societies with rapid and coordinated assistance when disasters occur and preparing for the response.
Reporting to the Head of Country cluster support team, Dakar, the Disaster Management delegate will be responsible for the monitoring of the Federation disaster response, in close liaison with National Societies in Sahel and relevant units of the Africa Regional Office and to ensure that the Federation disaster response is timely and adequate throughout the region. The duties of this position will also include the creation of an effective monitoring system, and participating in capacity-building activities in Disaster Response Preparedness during periods when the unit is not actively engaged in disaster response.
Job Duties and Responsibilities
1. Support and strengthen the Federation’s work to National Societies covered under the Dakar, Country Cluster Support teams work in promoting a holistic and integrated approach to disaster management in line with the Federation’s frameworks, strategies and approaches for community safety and resilience,
Response preparedness, organisational readiness and Response
Long term approach to Climate change adaptation/mitigation, Food Security, livelihoods, recovery, migration programming, Cross border risk reduction activities (e.g. the Senegal river basin project, cholera belt.
Implementation and monitoring of the Regional Wide Disaster Management strategy.
2. Monitor ongoing, developing and potential future disasters and provide regular feedback on context analysis, emerging trends to the Head of Cluster and Regional DM Delegate.
3. Support the provision of technical support to national societies covered under the Dakar, Country Cluster Support team consistently analysis and strengthen their Disaster Management capacity in line with Federation-wide and, regional policies and strategies. Strengthen Organizational readiness (NS/Federation), Research, training, VCAs, EWEA, Hazard mapping, CDRTs, BDRTs, NDRTs, RDRTs), Preparedness for Floods, epidemics and other risks. Bridging the digital divide in IT, knowledge sharing, stronger NS governance and management in disaster management. Support the review, updating, development, promotion and where needed, the decommissioning of tools, SoPs, policies, database, guidelines.
4. Promote integrated planning with the OD, Health and other programmes. Support the establishment of a beneficiary accountability framework, which includes monitoring and reporting systems and support its subsequent implementation. Ensure that all activities are carried out in a participatory and inclusive manner that reflects community needs and cultural sensitivities, gender, age issues and the environment and those activities take into consideration issues around any local risks and hazards
5. In coordination with DCPRR, Africa Region support National Societies under the in carrying out assessments, development of Emergency Appeals and/or DREF request in line with the IFRC Standard Operational Procedures and standards and accountability framework. In coordination with the RDMO, manage the Emergency Appeal and DREF request processes at the zone level, making recommendations as to scope and content of appeals / plans of action in line with standard operating procedures, IFRC and standards and accountability mechanisms.
6. Support effective use of Federation regional expertise and capacities in disaster response such as RDRTs. Maintain rosters of DR personnel, including RDRT and other disaster response intervention teams in Sahel Cluster.
7. Ensure support to Operation managers at country level and in close collaboration with the DCPRR Africa Region on programmatic aspects of the transition from relief to recovery, rehabilitation and reconstruction.
Coordination with RCM components
Increase co-ordination mechanisms, sharing knowledge and best practices with ICRC and co-operating Red Cross and Red Crescent Societies acting bilaterally in the region.
Representation/advocacy:
Represent the IFRC Sahel Cluster at community or local official level, and liaise with the inter-agencies and organisations when/where appropriate, and be the focal point for Inter Agency coordination and other NGO meetings, task forces and governmental DM co-ordination mechanisms (National/regional ECOWAS – OCHA – EU platforms) as required, fostering co-operative alliances where appropriate.
Financial Management
Act as the budget holder for DM projects (responsible for ensuring expenditures charged to their cost-centre or project are appropriately authorised, allocated and correctly stated. Authorisation of expenditures will be exercised according/in compliance with IFRC Financial procedures (through approval of transactions, monitoring and forecasting actual and future expenditure requisitions against the approved budget line, clarifying funds are available and ensuring donor earmarking requirements are met).
PMER/ Knowledge and Information Management (KIM)/Communication:
Ensure accurate and timely reports for the Federation and for donors per approved PMER Procedures and related guidelines.
In coordination with the Regional DCPRR, provide support in the evaluation of Emergency Appeals and DREF disaster response operations in Sahel.
Support DCPRR Team to document and compile lessons learnt and good practice from disaster management and use that to improve future planning, programming and implementation, that they are shared within the Africa Region. Ensure that knowledge transfer within programmes and the Movement is achieved.
Write or take part in communications (public and media) including press interviews and reports
Resource mobilization
Enhance resource mobilization and fund-raising capacity; in addition to mapping funding opportunities and support developing proposals. Organize trainings, aiming at fast and effective mobilization of Federation response system and mechanism.
Education
IMPACT/Basic Delegates Training Course.
Relevant university degree
Experience
Required
3 years of experience in disaster management, including a experience in the field.
Experience of working for Red Cross/Red Crescent Movement.
Experience in facilitating and training.
Experience in supporting, coaching, capacity development in civil society organizations.
Experience setting up, managing and coordinating disaster response, including leading multi-national response teams.
