In Senegal Counterpart since 2001 implements among others an integrated sc-hool feeding and nutrition project « McGovern-Dole International Food for Education and Child Nutrition » financed by US Department of Agriculture (USDA) named Sukaabe Janngo (Children of Tomorrow) (2018 – 2 022) and a complementary project to support local food procurement entitled Transition of Food in School Canteens in Senegal (TACSS). Both projects will be implemented in the Saint-Louis region.

SUMMARY:

Counterpart international is seeking two (02) Data Analysts for its USDA funded McGovern-Dole Food for Education and Local Regional Procurement programs in Senegal. With support and under the direct supervision of the Monitoring & Evaluation Officer and the oversight of the Program Evaluation and Learning Manager, the Data Analyst will assist in interpreting data e.g., and turning them into information which can offer ways to improve achievements, thus affecting decisions. Gather information from various sources and interpret patterns and trends.
Assist with developing, revising, implementing, and overseeing the program’s performance management and reporting system, including updating the Performance Monitoring Pian (PMP), ensuring the accuracy and effectiveness of calculation methodologies used in the PMP, establishing data collection and management systems, coordinating with organizations, ensuring data integrity, verifying data, preparing and submitting ail required performance reports to be submitted to HQ and/or USDA in -a timely manner. The Data Analyst will also assist the Monitoring and Evaluation Officer with providing technical assistance to the program partners, e.g., Host Government, Civil Society Organizations, grantees and beneficiaries as required.

This position is based in Saint Louis and open to local candidates only.

DUTIES AND RESPONSIBILITIES:

Main Duties and Responsibilities
• Support the M&E Officer providing regular performance ‘information as part of the PMP and of the program’s Monitoring, Evaluation and Learning Plan and interpreting/analyzing data in providing
• towards achievement of results
• Working alongside technical team members on the field within and/or the program management team to establish needs
• and defining new data collection and analysis processes
• Assist in designing of M&E studies, with specjal focus on deveioping data collection tools, methodologies and quality assurance processes;
• Assist with collecting quality-data for the PMP through sound data collection methodologies and data tabulation/analysis, and by conducting periodic data quality assessments;
• Work closely with the M&E Officer to procluce concise, literate and logical reports, data visualizations and presentations for interna! and externat audiences that both identify and summarize key trends and patterns En data sets;
• Assist with scheduling and supporting internai assessments and évaluations to assess program impact;
• Work closely with the M&E Officer to train staff and partners on data capturing and data quality;
• Assist with the program’s inputs into Counterpart’s Monitoring & Evaluation (M&E) database and Management Information System;
• Develop.data collection tools and organize it in a logical and functional manner;
• Assist the M&E specialist with ensuring the highest quality of program monitoring, évaluation, reporting and communications;
• Assist the Commodity Officer in the wrfting of the monthly food inventory report.
• Carry out any other task required by the line Manager.

Qualifications
• A university degree in Monitoring & Evaluation, database development, mathematics Computer Science,
Statistics, Project Management, Economics, international Development or a related field;
• Minimum three (3) years of experience working on M&E for large-scale international development operations, including experience designing and implementing M&E results frameworks; developing PMPs, Work Plans and Performance indicators; and monitoring on-going programs for USDA or other large donor organizations;
• Experience and skiUs in data collection including participatory approaches, interviews, administering questionnaires, editing entries and cleaning data;
• Experience in data models and reporting packages;
• Familiarity with evafuation methods and standards, preference given to USDA or USAID Evaluation
• Ability to analyze large datasets, possess an analytical mind and inclination for problem-solving;
• Ability to write comprehensive reports,
proven report writing experience including translating analysis into literate, concise and togicai documentation;
• Extensive database and statistical analysis experience demonstrated organizational skiffs;
• High level of interpersonal and communication skills;
• Ability to work well in a team environment, as well as work effectively with civil society organizations, donors, project staff, and other beneficiaries;
• Have a good ability to manage relationships with diverse people; an ability to work well atone and in a team environment;
• Ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure;
• Strong organization skills with a problem-solving attitude;
• Ability to effectively use standard office software such as MS Office (Windows, Word, Outlook, Excel) etc.
• Attention to detail
• Ability te use software and other information systems and databases ta insert data, make enquiries, retrievejdefine ad hoc reports and analyses and edit results in apprdpriate format;
• Strong verbal and written communication skiffs; .
• Fluency French and good knowledge in English are required.
