Job Profile: 

Counterpart International is currently seeking a Youth Development Specialistfor the implementation of the anticipated USAID-funded Youth Connect projectwhich will seek to equipvulnerable young women and men in Niger with the skills, networks, and capital for increasedstrategic economic opportunities in Niger. This position is contingent upon award of the Program to Counterpart International.

The Youth Development Specialistwill lead activities related to all four of the Program’s objectives as they relate to soft skill building and overall social and emotional well-being of young people. The Youth Development Specialistwill be at the forefront of ensuring thatappropriate skill building interventions, choices, and incentives for meaningful inclusive activitiesare integrated in the Program, especially for youth living in conflict areas and at risk for engagement in CVE. He/Shewill work with a range of stakeholders (civil society, government, and international and regional partners) to ensure that the Program promotes inclusion and contributes to violence prevention among vulnerable young people.

Primary Responsibilities:

 

  • Work with partners to identify existing programs, resources, and materials that support youth soft skill building, social-emotional health,reproductive health, and CVE and violence prevention;
  • Promote positive youth development and government responsiveness on issues most relevant to youth, such as addressing youthrisks during migration;
  • Facilitate youth’s participation in comprehensive soft skill building programs, including alternative education programs and programs that support low-literacy and low-numeracyyouth, such as radio programs;
  • Coordinate events, campaigns, and initiatives that generate meaningful and sustained civic engagement among Nigerien youth;
  • Lead activities in conjunction with local government officials and the business community that promote civic education and exposure to social entrepreneurship;
  • Organize scholarship programs and mentorship opportunities for young people, with emphasis on inclusion for young women;
  • Facilitate grants and technical assistance in support of advocacy campaigns, community service projects, and youth empowerment activities.

Qualifications:

Education:

  • Master’s degree in International Development, Education, Psychology, Public Policy, Social Work, or other relevant areas of study;

Experience:

  • At least five years of demonstrated experience in advancing youth empowerment andengagement in community structures;
  • Previous experience working with youth in conflict settings or on CVE programming is critical, preferably with experience in Tillaberi;
  • Extensive knowledge in conflict resolution, gender equity and inclusion, and human rights;
  • Demonstrated understanding and application of USAID Youth in Development Policy;
  • Knowledge of social and emotional learning and its integration into comprehensive skill building programs for youth;
  • Previous experience designing soft skills curricula and facilitation of capacity building workshops preferred, especially with low literacy populations;
  • Demonstrated ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (i.e., national, provincial, district and local government officials, private sector, CSOs/NGOs, informal community organizations, youth, and beneficiaries);
  • Strong presentation, reporting, and communication (both oral and written) skills;
  • Leadership capacity and experience supervising teams of diverse staff;
  • Previous experience on a USAID-funded programs highly preferred;

Languages:

  • Fluency in French required;
  • Excellent oral and written communication skills in Englishpreferred.
