Description COOPI is looking for a GIS Expert in Malawi

  • COOPI has been working in Malawi since 1999; its intervention in the Country covers different sectors in order to pursue an integrated and sustainable development through climate change adaptation, disaster risk reduction and reduced extreme poverty.
  • In Malawi, COOPI is part of a consortium, lead by the Belgian Red Cross Flanders, who is implementing the project “Strengthening Resilience to Disasters in Urban and Rural Malawi” – ECHO, and Humanitarian Aid Operations (ECHO).

 

Responsibilities

The DRR GIS Expert is intended to support the enhancement of Information and Data Management capacities of National and Local Authorities in Malawi in the framework of the project. The DRR GIS expert will have to accomplish:

  • In collaboration with the Project Manager support the definition of the project strategy; ensure coordination with Consortium Partner and services providers; support effective and constructive institutional relations with national and local stakeholders involved;
  • Support the initial and final baseline survey related to the information management system for DRR;
  • Ensure GIS application in analysis of relevant science-based information to create hydro-meteorological and climate related hazard specific decision support products for utilization by stakeholders at all levels (community, district and National governments);
  • GIS application in hydro-meteorological and climate hazard, vulnerability and risk assessment and potential impacts to different sectors (agriculture, water resources, urban development and infrastructure, natural resources and environment management, etc.) based on subject specific information in order to design appropriate disaster risk reduction interventions to suit all levels (community, districts and National governments);
  • Support the creation of web-geoportal for DODMA and Generate / prepare GIS maps and dissemination of relevant information to specific stakeholders at all levels;
  • Package scientific and technical information in assessing hydro-meteorological and climate risk as well as identify information gaps;
  • Ensure the respect of International standards for Metadata production;
  • Support the analysis and data collection through Unmanned Aerial Vehicle (UAV);
  • Provide resource inputs in development and delivery of training & capacity building programs on the subject to enable user institutions and communities to translate hydro-meteorological and climate hazard risk information and apply decision support tools for DRR;
  • Support Project Manager in advocating for the integration of hydro-meteorological and Climate hazard risk reduction information in development planning process and mainstreaming;
  • Assistance in improving data and information flow between district and national levels;
  • Any other duties and responsibilities as assigned by the Project Manager aimed at achieving project’s objectives and results.

 

Requirements

  • Master’s degree in subjects such as Disaster Management, Engineering Geology/Geotechnical Engineering, Land use planning, Environmental Engineering, Cartography & cadastral mapping or other related fields with strong background in GIS/RS applications;
  • At least 3 years’ experience in GIS applications in Disaster Risk Reduction and generation of related information;
  • Experience in training and capacity building;
  • Knowledge and experience with GIS-related applications including ArcGIS, Google Earth Pro, and QGIS and/or others;
  • Experience with the presentation of map products in a variety of mediums (reports, atlases, public outreach);
  • Experience with spatial analysis and modeling;
  • Experience developing web-based GIS applications;
  • Knowledge and understanding of GIS, GPS and cartographic principles;
  • Knowledge and skills involving UAV remote sensing and satellite imagery manipulation;
  • Familiarity with and commitment to practice effective data management procedures and standards.

  • Knowledge of Chichewa and/or former experience in Malawi;
