(ERNE) Programme

At the World Humanitarian Summit, the world’s major humanitarian donors and aid organisations signed the Grand Bargain. Its main objective is to improve the way humanitarian aid is delivered by making it more effective and efficient, thereby reaching more people in need. In line with these objectives, ECHO is testing new and strategic ways of working with humanitarian partners.

ECHO selected a number of NGO FPA partners to engage in this innovative pilot programmatic partnership in the context of the Humanitarian Implementation Plans (HIPs) 2020. Through the pilot programme, the Commission seeks to address the long-standing demands of humanitarian actors, including increased transparency, harmonised reporting to reduce bureaucracy and possibilities for multi-annual funding.

Concern Worldwide has developed the Enhancing Response to Nutrition Emergency (ERNE) Programme in collaboration with DG-ECHO.  Concern will implement the programme focussing on three pillars of response, preparedness and prevention of undernutrition in conflict affected countries including Democratic Republic of Congo, Ethiopia, Niger, South Sudan and Sudan for a three year period from 2020-2023.

Job Title:                            ERNE Learning and Advocacy Advisor

Reports to:                         ERNE Global Programme Coordinator with dotted line to the Head of International Advocacy

Liaises with:                       ERNE Programme Co-ordination Unit staff, Regional Director (Worldwide), ERNE country programme teams; Strategy, Advocacy and Learning (SAL) team, Emergency Directorate; Communications; Institutional Funding Support Unit (IFSU), other Concern functions and offices, as necessary. Other NGOs and networks.

Job location:                     Dublin, Ireland (with frequent overseas travel)

Pay Band:                          5 (€49,167- €57,842)

Contract:                            Fixed term contract up to 31st May 2023

Job Purpose:                      The ERNE Learning and Advocacy Advisor will deliver the learning and advocacy priorities for the programme, working with the ERNE co-ordination team, country teams and global advisors to document and disseminate programme progress and learning and contribute to organisational advocacy on key themes.  This will inform policy and practice in Concern, ECHO and the wider humanitarian sector.

Key elements of this position include:

  • Leading, coordinating and supporting learning and advocacy initiatives across the ERNE programme ensuring delivery of the ERNE learning and advocacy outputs.
  • Writing, commissioning or supporting development of learning and advocacy materials and supporting documentation of learning across the five ERNE countries
  • Ensuring disseminating of materials and key messages through direct engagement with key audiences, events and other advocacy opportunities in close collaboration with the Concern advocacy and learning teams
  • Capacity-building and support to Concern country offices to deliver learning and advocacy objectives
  • Ensure learning and advocacy initiatives are in line with Concern’s learning and advocacy strategies and link with the Strategy, Advocacy and Learning (SAL) team with regard to programme learning, policy input and collaboration on project outputs (publications, research, policy briefs, advocacy)

Key Responsibilities:

  • Develop the learning and advocacy plan and agreed outputs for ERNE and support participating countries to undertake programme-specific learning and advocacy work;
  • Support development of ERNE programme learning materials in collaboration with relevant counterparts and ensure dissemination within Concern and externally
  • Draft position papers, policy briefs and other advocacy materials based on ERNE programme learning
  • In collaboration with Concern’s advocacy teams, identify advocacy opportunities, key targets and audiences and ensure learnings from the ERNE programme are effectively disseminated
  • Support Concern technical advisers and senior staff to undertake external engagement as relevant through a variety of channels: internal and external briefings; technical presentations, conferences and briefings at national and international level;
  • Organise ERNE learning events, conferences and other advocacy initiatives in collaboration with Concern’s advocacy unit and with support from other units as required
  • Develop ERNE newsletters, web content and other related materials
  • Develop ERNE programme branding (in collaboration with communications unit) in line with ECHO communications and visibility requirements
  • Ensure all products from the programme are of a high quality, edited and branded according to ECHO communications and visibility requirements and are produced in French and in English
  • Provide training and capacity support to country programmes to expand their in-country advocacy work;
  • Participate fully as part of the ERNE Programme Co-ordination Unit team, including contributing to regular ERNE Programme Co-ordination Unit programme planning and review
  • Provide inputs as necessary for ERNE donor reporting
  • Other tasks within the scope of this role as may be assigned by the Line Manager

Skills and Experience Required:

Essential

  • At least 5 years professional experience of humanitarian policy, advocacy, research and/or political representation with an international organisation;
  • Third level qualification in development or humanitarian programming, international relations, law, anthropology/social/political sciences, gender studies, or other relevant field;
  • Technical competency in food and nutrition security, resilience or related area;
  • Excellent understanding of current policy debates relating to humanitarian aid and conflict, the actors and institutions involved, and how to drive policy change on these issues;
  • Sound knowledge and experience of engagement in EU and/or UN systems, particularly on humanitarian and conflict issues;
  • Strong analytical, interpersonal and communication skills;
  • Fluent written and spoken English; ability to produce publication level written material;
  • Excellent organisational skills, including experience of co-ordinating or commissioning conferences (both live and using remote platforms)
  • Sound judgement with a proven track record in managing multiple responsibilities and meeting tight deadlines;
  • Strong team player with the ability to identify, support and pursue shared objectives;

Desirable

  • Experience working overseas in a humanitarian context;
  • Experience of development or humanitarian programming and knowledge of log frames, theory of change, donor requirements and reporting
  • Knowledge of Irish parliamentary and government systems
  • Experience of capacity building, facilitation skills and using online platforms and tools (e.g. Zoom, Microsoft Teams, Menti)
  • Working knowledge of French
