Job location: Dublin hybrid working (2 days office, 3 days remote) Some overseas travel is a part of this role.

Pay Band: Band 4 (€41,695 – €49,052)

Contract: 1 year

Job Purpose: To support effective education and multi-sectoral programming in fragile and conflict-affected states, refugee and development contexts through the provision of technical and strategic support to country programmes on education access, quality and wellbeing, and through the documentation of learning and best practice.

Key Responsibilities:

  • Under the supervision of the Senior Education Advisor, provide technical guidance on education access, quality and wellbeing, to country teams to ensure programmes are designed, implemented, monitored, and evaluated to maximise positive impact on children and adults living in conditions of extreme poverty and those affected by humanitarian emergencies;
  • Under the supervision of the Senior Education Advisor, conduct field visits, provide remote support, assist with building technical capacity of Concern and partner staff and develop strong working relationships across the organisation.
  • Contribute to the implementation of Concern’s Education strategy across both development and humanitarian contexts.
  • Feed into Concern internal discussions related to education programmes and education initiatives within other sectors (eg: Adult Literacy and Numeracy within Livelihoods programmes).
  • Support cross-sectoral analysis, through for example undertaking Contextual Analysis and / or Conflict Analysis in conjunction with other advisors
  • Analyse data sets, synthesise information from country reports and evaluations, write up best practice and learning.
  • Support and develop of relationships with other agencies, technical working groups, coordination mechanisms and represent Concern in national fora as relevant.
  • Contribute to the development of new project proposals.
  • Potentially be deployed to support emergency responses for up to six weeks.

Accountability:

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Skills and Experience Required:

Essential:

  • A minimum of two years’ experience working in the area of Education or Adult Literacy in an NGO, development or humanitarian agency, one of which should have been based in a crisis affected country.
  • A. or equivalent qualification in Education or related field (eg: Technical and Vocational Education, Development, Social Sciences)
  • Experience in at least two education technical areas such as Adult Literacy, Technical and Vocational Training, Continuous Teacher Professional Development and Wellbeing, Education in Emergencies, Non-specialised Psycho-Social Support, School-Related Gender Based Violence etc.
  • Strong understanding of the barriers to education faced by people living in conditions of extreme poverty and those affected by humanitarian crisis.
  • A strong understanding of inequality and protection issues in relation to education programmes.
  • Excellent interpersonal and organisational skills; works well as part of a multi-disciplinary team. Adaptable to evolving work priorities and schedules.
  • Willing to travel overseas for up to 30% of working time.
  • Ability to communicate and write well in English and/or French.
  • Keen to learn and promote learning.

Desirable:

  • Masters Degree in Education or related field (eg: Development, Social Sciences)
  • Experience in analysing and processing data; interest in new technologies that support data collection and knowledge transfer.
  • Experience working with EiE coordination mechanisms.
  • Experience working in integrated, multi-sectoral programmes including social protection, livelihoods, nutrition, health, protection and WASH. Familiarity with social and behaviour change approaches.
  • Fluency in spoken and written French.
