Project Goals

Housing: Housing continues to be the County’s highest priority. Housing activities will focus on maintenance and improvements of the existing rental housing supply. Other activities will focus on the rehabilitation of owner-occupied low-income residents’ homes to address code, life safety issues, and prevent displacement.
Public Services: Projects in this goal area will provide needed public services throughout the County utilizing CDBG resources. Planned projects include assistance to daycare facilities providing sliding scale childcare tuition for low income working families to reduce household costs for full-time childcare.
Public Improvements and Facilities: Mecklenburg County is committed to utilizing CDBG funds to help communities create livable communities through activities that improve the quality of place for neighborhoods.
Economic Development: A low priority need for improving and maintaining commercial activity and economic viability within the low- and moderate-income areas of the CDBG program area was identified through consultation and community input.
Funding Information

As an Entitlement County, Mecklenburg County anticipates receiving approximately $750,000 in CDBG funding that will be available for qualifying projects in FY 21-22.
CDBG funding is normally distributed as follows: 65% to eligible housing and non-housing projects, 15% to public service projects/programs, and up to 20% for program planning and administrative costs.
The minimum funding request is $50,000.

All proposed CDBG project activities must:
Primarily serve low- and moderate-income residents; income must be at or below 80% area median income. Income limits are determined by the U.S. Department of Housing and Urban Development (see page 9 for current income limits).
Address one of the three Federal National Objectives (CFR 570.208)
The benefit to low- and moderate-income (LMI) persons;
Aid in the prevention or elimination of slums or blight; and
Meet a need having a particular urgency (referred to as urgent need).
Must support one or more of the goals defined in the Five-Year Consolidated Plan.
Must be an eligible activity (CFR 570.208): CDBG funds may be used for activities that include, but are not limited to the following eligible activities:
Acquisition of real property;
Relocation and demolition;
Rehabilitation of residential and non-residential structures;
Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes;
Public services, within certain limits;
Ineligible Activities: Generally, the following types of activities are ineligible:
Acquisition, construction, or reconstruction of buildings for the general conduct of government;
Political activities;
Certain income payments; operating expenses and salaries;
Construction of new housing by units of general local government.
All non-profit organizations must:
Submit their application to the governing body of the municipality in which the project is located.
Have their application approved by the governing body to be selected for funding consideration.
Submit a copy of an approval letter or email from the respective jurisdiction authorizing the submittal of the application along with the completed application.
Eligibility Criteria

The funding is available in a limited target area. Eligible neighborhoods and/or beneficiaries must be located in Cornelius, Davidson, Huntersville, Matthews, Pineville, or the unincorporated portions of Mecklenburg County.
Application Process

The Coordinating Agency Staff (Centralina Regional Council) will review all submitted applications. Any application that does not meet one of the three HUD National Objectives will automatically be eliminated from consideration. The Coordinating Agency Staff will compile all applications and score accordingly.
All application information along with scoring and recommendations by the Coordinating Agency Staff will be submitted to the Mecklenburg County Administration and the CDBG Advisory Committee for their review, input, and recommendation.
Applicants will be notified of the potential award no later than May 15, 2021. The final recommendation and review will be included in the Draft of the 2020 Annual Action Plan for 30-day public review beginning Spring 2021; actual dates of the comment period will be published on the County website.
A public hearing will be held within that 30-day period for public review and comment on the proposed application and funding request for the utilization of CDBG funds for the Fiscal Year 2021- 2022. The final draft of the Action Plan will be submitted to the Mecklenburg County Board of Commissioners for approval prior to submittal to HUD on May 14, 2021.
The selection of a program or project inclusion in the Annual Action Plan does not constitute a contract with Mecklenburg County. Mecklenburg County is not responsible for, nor can they reimburse expenses made by an applicant for the cost of application, or program costs incurred until official notification of funding allocation from the U.S. Department of Housing and Urban Development and a contract with Mecklenburg County has been approved.
