Chemonics seeks an operations director for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM). GHSC-PSM will be the primary vehicle through which USAID will procure and provide health commodities, provide technical assistance to improve partner countries’ management of the supply chain, and collaborate with key international stakeholders to support global health initiatives. With more than 100 staff in eight offices around the country, this diverse and complex program sets out to strengthen the Zambian government’s capacity to develop sustainable systems that ensure availability and security of vital and essential health commodities through (1) increased data availability and use for informed supply chain decision-making, (2) improved quantification of procurement planning and coordination processes, (3) provision of cost-effective, reliable international and local procurement services, (4) improved efficiency in warehousing and distribution by Medical Stores Limited, and (5) increased strategic management and planning by the Ministry of Health for improved commodity security. The operations director is responsible for assisting the country director and deputy country director with developing and implementing management systems and supervising project operations and staff. They will provide oversight of all operations and administrative systems to ensure quality control of project operations. The operations director will ensure compliance with U.S. government regulations, Zambian legal requirements, and Chemonics’ corporate and field office policies. Responsibilities include:
Support the country director in developing and implementing key management systems that support project implementation, overseeing finance, administrative, HR, project procurement, and IT departments
Develop, monitor, and support standardization of operational systems and policies across PSM Zambia’s main office and regional field offices; serves as primary liaison for operations with PSM headquarters and Chemonics’ home office; assists with data requests and new requirements
Identify operational weaknesses and request assistance when necessary
Supervise appropriate managers, develop roles and responsibilities, design and monitor professional development plans, conduct annual performance appraisals, develop SMART goals, and periodically monitor progress towards objectives
Manage daily work of finance, administration and security, project procurement, human resources, and IT
Support technical assistance and organizational capacity development for counterpart organizations as requested
Ensure compliance with Zambian laws, organizational policies, and client regulations, (e.g. Field Office Guide to Field Accounting and Compliance, Field Office Procurement Handbook, Personnel Policy Manual, Global QMS, FAR, AIDAR, etc.), and make recommendations on strengthening procedures

Qualifications:
Bachelor’s degree required; advanced degree in relevant discipline preferred
Minimum seven years of experience managing USAID contracts, including strong skills in procurement/subcontracting, compliance, and financial management (including managing complex, activity-based budget development and budget monitoring on projects with multiple funding streams and nuances)
Familiarity with Chemonics’ systems and processes; familiarity with GHSC-PSM-specific contractual, financial, and reporting requirements preferred. Previous field experience desired (including long-term overseas positions or extended short-term engagements)
Knowledge of Zambian operating environment preferred, including registration, taxes, and labor law
Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country
Ability to create, update, and edit complicated budget spreadsheets
Ability to supervise local and international staff effectively
Ability to work with cooperating partners in implementing complex programs
Strong interpersonal, written and oral communications skills
Fluent English
Demonstrated leadership, versatility, and integrity
