Chemonics seeks a director of operations for the anticipated USAID Locally Legitimate Stabilization program in Somalia. This five-year activity will further USAID/Somalia’s flagship stabilization program and will comprise of integrated early recovery interventions to immediately stabilize areas recently liberated from Al-Shabaab or other non-state negative actors. LLS will work with varying levels of local governance to increase confidence in government in areas deemed strategic by the United States. These interventions will be informed by a rigorous research component in LLS. This position will be based in Mogadishu, Somalia, with occasional travel to Nairobi, Kenya. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:Oversee operations including administration, logistics, procurement, budgeting, financial, and property
Ensure that program implementation is in accordance with USAID regulations and proceduresEnsure that the most reasonable, fair, expeditious, and appropriate procurement choices are made pursuant to the Chemonics’ and USAID’s regulationsSupervise Chemonics’ day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accountingAct as the chief of party (COP) when s/he is absent from the programSupervise the daily financial operations of the contract, which include cash flow management, timesheet recording, reporting to USAID on the financial aspects of the project, and daily monitoring of obligations, budgets, and expendituresEnsure continuous liquidity for the project; handle all human resource issues; supervise the day-to-day implementation of all grants made under the program; and investigate and identify new ways of achieving project efficienciesCoordinate with the Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictionsMaintain and update field manuals
Qualifications:At least five (5) years of experience working on donor-funded projects in a related role, preferable with some demonstrated supervisory experience
Experience with a donor, Contractor, or international NGO managing an office or program highly desired, but not requiredExperience working in developing countries is required, preferably in a fragile or transitional state environmentFluency in the Contractor’s and USAID’s policies and procedures regarding human resources, financial management, financial reporting, and procurement processes, systems, and grants managementExperience with grants or small grants under contract programs, and preferably cash grants to local organizations, strongly desiredDemonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out is highly desiredExperience working in Somalia or other East African countries preferredExperience working in security challenged environments preferredFluency in English requiredWillingness to work for extended durations in SomaliaDemonstrated leadership, versatility, and integrity
