Call for Proposals to Support Female Entrepreneurship in Burundi

European Commission is calling for proposals to support female entrepreneurship in Burundi.

Objectives

The general objective of this call for proposals is:
Strengthening gender equality and socio-economic development in Burundi.
The specific objective (s) of this call for proposals are:
Strengthening the participation of civil society in the promotion of gender equity and in particular in the economic empowerment of Burundian women.
Priorities

The following priorities should be taken into account:

The sectors and beneficiaries ( micro and small enterprises managed by women or their associations ) must be clearly identified and limited in order to concentrate efforts and optimize the impact of the action;
Entrepreneurial Approach: women entrepreneurs must strengthen their entrepreneurial and technical capacities ( production, processing and marketing );
Improving access to finance for women’s businesses;
Development of cooperation between CSOs and the private sector to promote gender equality and women’s empowerment in the context of corporate social responsibility.
Funding Information

The overall indicative amount made available under this call for proposals is Eleven to 1,000,000 EUR.
Any grant requested under this Call for Proposals must fall between the minimum and maximum amounts following:
Minimum amount : 1 Million EUR
Maximum amount : 1 Million EUR
Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
minimum percentage : 50% of the total eligible costs of the action
maximum percentage : 90% of the total eligible costs of the action
Eligibility Criteria

Lead applicant

To be eligible for a grant, the lead applicant must:

be a person mora
have no profit
belong to one of the following categories of organizations:
international non-governmental organization (INGO) with experience in Burundi in the sector covered by this award procedure and authorized by the Burundian authorities to operate in the country;
Burundian civil society organization having experience in the sector covered by this award procedure;
be established in Burundi
be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies), and not act as an intermediary
Co-applicant (s)

Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
Co-applicants must sign the mandate.
If the grant contract is awarded to them, any co-applicants become beneficiaries under the action (with the coordinator).
Affiliated Entities

The lead applicant and its co-applicants may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s)
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
