The European Structural and Investment Funds has announced a Call for Proposals for Strengthening Capacities of Civil Society Organisations for Answering the Needs of Local Communities to ensure the development of civil society in the Republic of Croatia, which ensures balanced regional socio – economic growth and democratic development of the Republic of Croatia.

Specifically, the Call is aimed at strengthening the capacity of CSOs active in local communities to implement activities tailored to local problems and to work directly in areas funded through the European Social Fund (employment, education, social inclusion, good governance) at the local level.

Also, the Call is aimed at improving the capacity of civil society organisations to provide an effective response to the needs of the local community in crisis situations.

Strengthen the capacity of CSOs active in local communities to implement activities adapted to local problems.
Strengthen the capacity of CSOs to work directly in areas funded through the European social fund (employment, education, social inclusion, good governance) on locally.
Improve the capacity of civil society organizations to provide an effective response to the needs of the local community in crisis situations.
Funding Information

The total financial resources under this Call for Proposals are 100,000,000.00 kn. The co-financing rate is 100% of the total eligible costs of which 85% total eligible costs provided under the OP HRM from the European Social Fund (ESF) while the mandatory national co-financing rate of 15% will be provided from the State budget of the Republic of Croatia.

The first group for financing 50,000,000.00 kn
The second group for financing 50,000,000.00 kn
The minimum grant amount that can be awarded to an individual project is 200,000.00 HRK, and the highest amount that can be awarded to an individual project is HRK 500,000.00.
Eligibility Criteria

The applicant must apply in the project partnership for the Call for Proposals.
In the implementation of the project must involve at least one association (whether in the role of applicant or partner).
Eligible applicants – First Funding Group:
In the first funding group, applicants can be associations established in accordance with the Law on associations (OG 74/14, 70/17, 98/19).
Eligible applicants – Second Funding Group:
In the second funding group, applicants can be:
associations established in accordance with the Associations Act (OG 74/14, 70/17 and 98/19);
foundations established in accordance with the Foundations Act (OG 106/18, 98/19);
legal entities of a religious community – established in accordance with the Law on the Legal Status of Religious Communities community (OG 83/02, 73/13).
Eligible partners:
The applicant must act in partnership with at least one association if it is not already an applicant. Partners can be:
associations established in accordance with the Associations Act (OG 74/14, 70/17 and 98/19);
foundations established in accordance with the Foundations Act (OG 106/18, 98/19);
legal entities of religious communities – established, registered and operating in accordance with the Law on the legal status of religious communities (OG 83/02, 73/13);
employers’ associations established in accordance with the Labor Act (OG 93/14, 127/17, 98/19);
trade unions established in accordance with the Labor Act (OG 93/14, 127/17, 98/19);
institutions established in accordance with the Institutions Act (OG 76/93, 29/97, 47/99, 35/08, 127/19);
units of local and regional self-government.
