The European Instrument for Democracy and Human Rights (EIDHR) is a European Union program that aims to promote democracy and human rights around the world by supporting initiatives by civil society, activists, and human rights defenders.

Objectives

Lot 1: Support to Civil Society Organizations
The overall objective of Lot 1 of this call for proposals is to contribute to the strengthening of civil society as independent actors for the promotion of sustainable development, good governance, and human rights.
The specific objectives for Lot 1 of this call for proposals are:
Participation of civil society in the Social Agenda: Promote the participation of civil society in the development and implementation of socio-economic and social protection policies (such as health, education, pensions, and employment) within the framework of the constituent process and post-Covid recovery. 19.
Environment: Encourage the effective participation of civil society in the implementation of initiatives and / or in the design of policies that promote the protection of the environment, adaptation and mitigation to climate change, the resolution of socio-environmental conflicts, and green transformation.
Gender equality and women’s rights: Encourage the effective participation of civil society in the implementation of initiatives and / or in the design of policies for the prevention and elimination of all forms of gender-based discrimination and for the promotion of sexual and reproductive rights. This objective also includes actions aimed at the prevention and elimination of violence against women and girls, the economic empowerment of women, and their participation, representation and leadership in decision-making processes.
Sexual orientation and gender identity: Encourage the effective participation of civil society in the implementation of initiatives and / or in the design of policies for the prevention and elimination of all forms of discrimination based on sexual orientation and / or gender identity (LGBTI +) and for the promotion of their rights, including social and economic protection and support, and their participation in decision-making processes.
Migrants: Encourage the effective participation of civil society in the implementation of initiatives and / or in the design of policies to support migrants in Chile, especially in relation to their social protection, access to public services, and development of policies and programs for the fight against their discrimination and / or for the promotion of their economic and social integration.
Lot 2: European Instrument for Democracy and Human Rights (EIDHR)
The overall objective of Lot 2 of this call for proposals is the promotion of the defense of human rights in Chile, the strengthening of democracy, the support of people who have suffered violations of their rights, and the protection of human rights defenders. human rights in risk situations.
The specific objectives for Lot 2 of this call for proposals are:
Indigenous villages: Promote the human rights of Indigenous Peoples (PPII) in Chile, both their civil and political rights, as well as economic, social and cultural rights, defend the access of PPII to criminal justice, promote the implementation of the National Action Plan (PAN) of Human Rights and companies in relation to indigenous communities.
Protection of human rights defenders and access to justice: Support human rights defenders in filing complaints of rights violations, provide them with legal advice and promote their access to justice, and promote conflict resolution.
Digital rights: Promote freedom of expression in the digital sphere, defend data protection and online privacy, strengthen cybersecurity, combat the spread of disinformation and promote digital citizen participation.

Lot 1: Civil Society Organizations
The EU focuses its engagement with CSOs taking as reference 3 priorities:
Redouble efforts to promote a favorable environment for CSOs in partner countries.
Foster a meaningful and structured participation of CSOs in the national policies of partner countries, in the EU programming cycle and in international processes.
Increase the capacity of local CSOs to more effectively play their role as independent development actors.
Lot 2: European Instrument for Democracy and Human Rights (EIDHR)
The program is guided by the 3 objectives of this strategy:
The prevention and response to human rights violations and attacks against fundamental freedoms.
The protection of human dignity, such as the fight against torture and discrimination, the promotion of freedom of religion or belief, economic, social and cultural rights, and the fight against impunity, and the promotion of international humanitarian law.
Support for strengthening democracy and promoting citizen participation in decision-making processes, increasing transparency and fighting corruption.
Funding Information

The total indicative amount allocated to this call for proposals is EUR 2,500,000.
Indicative distribution of funds by lot:
Lot 1: EUR 1,600,000
Lot 2: EUR 900,000
Amount of grants for Lots 1 & 2:
The grants requested within this Call for Proposals will be comprised between the following minimum and maximum amounts:
Minimum amount: EUR 400,000
Maximum amount: EUR 600,000
Any requested grant (amount requested from the EU) within the framework of this Call for Proposals will be comprised between the following minimum and maximum percentages of the total eligible costs of the action:
For Lot 1:
The minimum percentage is: 75% of the total eligible costs of the action.
The maximum percentage is: 90% of the total eligible costs of the action.
For Lot 2:
The minimum percentage is: 75% of the total eligible costs of the action.
The maximum percentage is: 95% of the total eligible costs of the action.
Themes

The following cross-cutting themes apply to all the specific objectives of Lots 1 and 2. It is recommended to incorporate them where and when they are relevant in the proposals that are delivered, at each stage of the project management cycle, from the design and implementation of actions and activities until the evaluation of the results.

Gender equality and women’s rights: Analyze the situation of women in the specific context of the proposed action, propose measures aimed at improving their economic, social, and political situation, and carry out activities to achieve these changes. The results derived from these actions must be verified and evaluated through specific indicators within the logical framework.
Indigenous villages: Analyze the situation of indigenous peoples in Chile in the specific context of the proposed action and propose measures for the defense of their human rights, the development of policies and social protections, and the promotion of their participation in decision-making processes in the country.
Boys, girls, and adolescents (NNA): Analyze the situation of children and adolescents (NNA) in the specific context of the proposed action and propose measures for their protection and empowerment, including the promotion of social protection policies, the promotion of their active participation in decision-making processes, and the generation of education and training opportunities.
Economic and social recovery from the COVID-19 pandemic: Design and carry out actions aimed at economic and social recovery from the COVID-19 pandemic, both through immediate and direct help for the most affected communities, as well as support for long-term recovery, such as improvement of sustainable economic activity, job creation, and access to social services.
Eligibility Criteria

Lead Applicants

To be eligible for grant, the principal applicant must be:
Be a legal person
Not for profit
Be a civil society organization, or a thematic network of CSOs, or an autonomous public-private body
Be established in Chile or in a member state of the European Union or in another eligible country in accordance with the relevant clauses of regulation, which establishes a European Instrument for the promotion of Democracy and Human Rights and Regulation of the European Parliament and of the Council, which establishes a Financing Instrument for Development Cooperation (DCI) for the period 2014-2020. However, in general for both lots (1 and 2), preference will be given to organizations based in Chile.
Be directly responsible, with its co-applicants and other affiliated entities, for the preparation and management of the action and not simply limit itself to acting as an intermediary

Early Grant Information for NGOs

The co-applicants will participate in the design and implementation of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
Co-applicants must meet the eligibility criteria applicable to the main applicant itself according to each lot.
Co-applicants must sign the mandate.
If the grant contract is awarded, the co-applicant (s) (where appropriate) will become beneficiaries of the action (together with the coordinator).
Affiliated entities

The lead applicant and its co-applicants may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s)
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
