Call for Proposals – Empowering Youth in the EU Outermost Regions

The European Commission (EC) is pleased to announce a call for proposals to empower and mobilise youth in the outermost regions.

Young people can become agents of change, entrepreneurs and innovators in their local communities. This grant is part of a group of grants targeted at young people in specific EU regions, following from the call for proposals “Promoting youth participation in just transition – EUTEENS4GREEN”.

The present initiative aims to empower young people and to make them actors in the definition and implementation of solutions in their local communities, by creating a grant scheme – managed by the beneficiary entity – financing small projects by young people.

The present call for proposals will select one beneficiary to manage and act as secretariat of this grant scheme. The organisations/entities that apply to this call for proposals must be legally based and located in one of the EU outermost regions.

Funding Information
The total budget earmarked for the co-financing of actions under this call for proposals is estimated at EUR 1 000 000.
The maximum duration of the project to be implemented by the beneficiary is 24 months.
Eligible Areas
The outermost regions, which are Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, Saint-Martin, the Azores, Madeira and the Canary Islands. The (groups of) young applicants or youth organisations must be resident in one of those regions in order to be eligible for participation in the calls for actions that the beneficiary will publish.

Eligibility Criteria
Proposals may be submitted by any of the following applicants:
non-profit organisation (private or public);
public authorities (regional and/or local);
universities;
educational institutions;
research centres.
The organisations/entities that apply to this call for proposals must be legally based and located in one of the EU outermost regions.
The outermost regions are defined as:
One of the EU outermost regions as listed in Article 349 of the Treaty on the Functioning of the EU: Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, Saint-Martin (France), the Azores, Madeira (Portugal) and the Canary Islands (Spain).
In order to assess the applicants’ eligibility, the following supporting documents are requested:
private entity: extract from the official journal, copy of articles of association, extract of trade or association register, certificate of liability to VAT (if, as in certain countries, the trade register number and VAT number are identical, only one of these documents is required);
public entity: copy of the resolution, decision or other official document establishing the public-law entity;
entities without legal personality: documents providing evidence that their representative(s) have the capacity to undertake legal obligations on their behalf.
