BSF recruits 01 Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor in Cox’s Bazar, Bangladesh

Bibliothèques Sans Frontières / Libraries Without Borders (BSF) is an international NGO founded in 2007 which works to strengthen the autonomy and resilience of vulnerable populations by providing access to information and education and promoting cultural diversity.  In the Middle-East, in Central and Eastern Africa, in Europe, in Bangladesh or in Colombia, BSF works to put in place safe spaces and services for education, professional training, psychological support and social cohesion for vulnerable populations.  To provide these services, BSF created the Ideas Box with support from the Alexander Soros Foundation.  Ideas Boxes are multimedia centers in a kit, fully equipped with materials, which can be installed in less than 20 minutes. They provide access to a library, a cinema, thousands of educational and informational resources, and an internet connection.  The resources are carefully chosen to match the needs, language, and culture of the local users.  The technological equipment and teaching methods offered by the Ideas Box transform places like schools, libraries, and community centers to comprehensive resource- and learning-centers.

Context

Bangladesh has been one of the theaters of the Rohingya crisis for over 30 years and particularly since April 2017; today, it hosts nearly 1 million refugees today at the Bangladesh and Myanmar border. BSF launched in November 2018 activities in Rohingya camps and surrounding host communities with the following objectives:

  • To empower youth and women through an access to informal education and vocational trainings
  • To provide a quality access to information and cultural resources
  • To foster social cohesion and strengthen communities’ resilience through the promotion of community interaction and participation

In 2020, BSF supports the implementation of 8 Ideas Box and 16 Ideas Cubes, in and around the Rohingya refugee camps, to enhance access to information, expression, communication, NFE and recreation services. BSF focuses on customizing physical and digital content and activities to address local needs and languages, and on training and supporting the local teams and partners in using the provided tools to their full potential.

To demonstrate and enhance the impact of its projects as well as its accountability towards donors, partners, beneficiaries and other project stakeholders, BSF is looking for a MEAL advisor for its office in Cox’s Bazar.

POSITION OBJECTIVES

The MEAL advisor actively contributes to the quality of projects, through efficient accountability and learning mechanisms, and to their development and scaling-up based on accurate and qualitative monitoring and evaluation data.

Due to the specific nature of each Ideas Box (IDB) projects, standardized MEAL tools are lacking to monitor new project. Therefore, the MEAL advisor will be asked to build on previous  IDB experiences and project-based tools in order to develop an adapted MEAL system aimed at capturing the impact of BSF specific activities in Bangladesh, and at creating strong learning and accountability systems.

The MEAL advisor is under the direct supervision of the Program Coordinator based in Cox’s Bazar.

The main responsibilities of the MEAL advisor are the following:

  • She/he designs a MEAL system and relevant tools to support project teams, so that all projects are able to collect, aggregate and support the analysis of data, in order to meet all relevant reporting requirements on time and to facilitate and inform project management for an adequate accountability to beneficiaries, donors and other stakeholders
  • She/he supports project managers, with input from the program coordinator and head of mission, to develop MEAL elements required by donor, including monitoring plans, project data and reports on progress towards indicators
  • She/he builds the capacities of BSF staff on this MEAL system – including through training on data collection and basic surveying and sampling techniques – and contributes to the potential nationalization of the MEAL officer position
  • He/she trains and supports partner teams (project and field teams) in the implementation of these newly-designed MEAL tools, to support qualitative and quantitative data collection such as needs assessments, baseline/end line surveys, KII, FGD, etc… using recognised methods of data collection and guaranteeing the quality and suitability of proposed technical approaches
  • She/he contributes to the process of documenting, improving and standardizing BSF methods and practices in the field of MEAL
  • Within BSF office and staff, she/he promotes the principles and practices of beneficiary accountability, providing training and coaching in beneficiary feedback and other good practices as required and as per BSF partners’ practices.

Expériences / Formation

QUALIFICATION SKILLS AND COMPETENCES

Experience / Competencies

  • University degree in related sector (programme management, development, humanitarian studies…)
  • Minimum 2 years with INGO specialized in Humanitarian assistance with experience in donor reporting and accountability mechanisms
  • 1 year of experience managing a humanitarian MEAL system including supervising household surveys.
  • Experience designing, planning, implementing, analysing and writing reports for household surveys
  • Experience using some of the following: DHIS, SPSS, STATA, EPI-INFO, R, NVivo and/or SMART –ENA software is a plus
  • Full English written and spoken proficiency is mandatory
  • knowledge of Bengali, Burmese, Rohyinga is an asset
  • Demonstrable research design competency (quantitative and qualitative)
  • Advanced Excel competency required
  • Project Cycle Management skills

Salaire

  • Status: 6-months fixed contract (CDD d’usage expatrié)

  • Salary and benefits: daily allowance (per diem), salary based on experience and BSF salary scale, insurance, lodging in Guest House, unaccompanied post
