Background

Through its Nutrition Technical Assistance Mechanism (NTEAM), Nutrition International shares its expertise globally to support the scale-up of nutrition for the most vulnerable. We believe that knowledge, rigorously obtained and generously shared, is key to effective progress for nutrition. NTEAM provides timely and coordinated expert technical assistance (TA) to countries and agencies; encourages broad use of knowledge by translating technical information and research into accessible guidance, tools and resources; and convenes global experts to tackle key nutrition issues.

Technical Assistance for Nutrition (TAN) is a project within NTEAM supported by UK aid from the UK government, which seeks to improve the capacity of Scaling Up Nutrition (SUN) countries to design, deliver, and track the progress of nutrition programs and to generate, learn from and adopt knowledge of what works. Under TAN, NI is coordinating the provision of TA to SUN Focal Points, in select countries, overcome gaps in capacity for the design and delivery of multi-sectoral national nutrition plans, tapping into its global hub to source and deploy the expertise needed. The project aims to accelerate the achievement of better health and nutrition status of populations by ensuring that governments are better equipped to act swiftly to scale up nutrition in their countries. TA provided through the TAN project is supported by the Global Technical Services (GTS) Unit at NI, which leads on the quality assurance of NI’s research and programs, and the dissemination and translation of new knowledge to influence and improve national and global policies and practice.

Priority client SUN countries may vary over the life of the TAN project but currently include: Bangladesh, Indonesia, Lao PDR, Myanmar, Nepal, Pakistan, and the Philippines, Burkina Faso, Democratic Republic of Congo, Ethiopia, Kenya, Niger, Nigeria, Malawi, Mozambique, Rwanda, Senegal, Uganda, Tanzania and Zambia.

Overall Accountability and Function

NI TAN’s work to mainstream gender equality through TA provision is anchored in NI’s belief that good nutrition and gender equality are mutually reinforcing; that improving nutrition is critical to achieving gender equality, and in turn improving gender equality leads to improved nutrition. NI TAN’s TA providers are in a unique position to support the mainstreaming of gender equality in nutrition through their work; although these professionals are rarely experts on gender equality. As such, NI TAN has taken a capacity-building approach to ensuring gender equality considerations are appropriately integrated in all stages of response to TA requests. Dedicated efforts have been made to develop necessary gender equality tools and resources to ensure the NI TAN team would be capacitated to mainstream gender equality throughout all phases of TA provision – yet additional expertise in gender equality is sought to support them in their work.

The Gender Equality Officer will support the TAN team will all gender equality requirements of the project. With a growing body of TA assignment, a key function of the Gender Equality officer will be to provide dedicated technical support to the TAN team to systematically ensure that gender equality considerations are integrated across project activities, particularly throughout TA assignments.

Key Duties and Responsibilities:

Technical support for gender equality integration across TAN project (40%)

Work closely with TAN team members, consultants and TA providers to ensure gender equality considerations are well integrated throughout all project work; including TA needs assessments, development of ToRs, selection of TA providers, provision of TA (review of deliverables and ongoing support to TA providers), and supporting assessment of gender equality considerations upon completion of TA delivery. A specific focus will be on providing technical guidance in sex and gender-based analysis throughout the TAN project.

Plan and conduct research in support of gender equality and TA assignments as required.

Support implementation of NI Gender Strategy and use of TAN gender tools.

Capacity building (30%)

Support on-boarding of TA providers to ensure understanding of gender equality considerations into TA and provide ongoing coaching and capacity building throughout TA provision

Working closely with TAN staff, lead development and coordination of gender learning opportunities for, and with in-country project stakeholders (TA providers, SUN Focal Points and others), including support to global functional capacity-building workshops, peer-to-peer learning visits, thematic webinars, etc.

Provide ongoing capacity building support to TAN staff and TA providers.

Monitoring, evaluation and reporting (20%)

Liaise regularly with TAN staff and TA providers to monitor progress of gender equality integration, ensuring accuracy, availability and sharing of data.

Support evaluation work, including TA impact assessments to ensure gender integration considerations are included, with appropriate data collection and analysis completed.

Contribute to donor quarterly, annual and other reporting requirements as required for TAN and NTEAM.

Knowledge management and learning (10%)

Support development of gender related inputs to key TAN publications, including the bi-monthly TAN updates.

Support other gender equality initiatives of the NI TAN project, including, for example, the development of knowledge management products, and analyses of project data for internal and external use.

Other duties and responsibilities as may be required.

Supervisory Responsibilities and Key Contacts:

There is no supervisory responsibility for this position.

Education / Professional Designation:

Education.

University degree is essential; with a qualification in gender/women’s studies or related discipline

Education focus on nutrition, health, public health or health-related disciplines will be an asset

Graduate degree is an asset.

Experience.

Minimum 5 years of experience providing programmatic support on gender equality within development projects internationally

Experience in gender and qualitative research and in gender-sensitive monitoring and evaluation.

Successful completion of work assignments in one or more developing countries.

Knowledge and experience working with the SUN Movement and/or nutrition planning will be an advantage.

Experience working with technical assistance and/or DFID-funded projects is considered an asset

Language Skills

Excellent communications skills (verbal and written).

Fluency in English and French – both reading and writing – is essential.

Travel Requirements

International travel may be required to global events and/or NI-TAN countries (approximately 4-6 weeks annually).
