ASTRA inviting Local CSOs for Prevention & Fight against Human Trafficking in Serbia

The Action against Trafficking in Human Beings (ASTRA) has announced call for proposals for local civil society organizations on the topic of prevention and fight against human trafficking in Serbia, within the project Improvement of space and possibilities for combating human trafficking.

Seed Grants
The main objective of this call for proposals is: Strengthening the capacity of civil society organizations across the country to combat trafficking (especially women and girls who are victims of sexual exploitation), as well as enhancing cooperation in countering the reduction of civic, democratic space civil society.

ABOUT THE PROJECT: The project “Improving space and opportunities for combating trafficking in human beings” directly responds to the European Union’s aspiration to respect democratic principles and set guidelines for providing a favorable environment for civil society in Serbia, and brings together civil society organizations to work together to reduce space. for action and influence the increasingly frequent negative attitudes of the Government towards its work. The project aims to respond to the reduction of space for anti-trafficking organizations and to help preserve the ability of CSOs to continue to provide direct services and support to people at risk of becoming victims and existing victims of trafficking.

Providing direct support to victims and persons at risk of becoming victims of trafficking, especially women and girls;
Support for the improvement of coordination, cooperation and complementarity between civil society organizations and local self-government units in providing effective and efficient support to victims and persons at risk of becoming victims of trafficking, especially women and girls;
Raising awareness of the fundamental role of civil society organizations (CSOs) in Serbian society and contributing to the ongoing reduction of space for civic action.
Funding Information

The total amount available under this call for proposals is € 100,000.
Each grant submitted under a call for project proposals must be between the following minimums and maximum values:
Minimum value: 10,000 EUR.
Maximum value: 20,000 EUR.
Potential Activities

Types of activities eligible for financial support:

Providing psychosocial, medical, legal assistance and any other type of support(including one-time emergency support) to victims and people at risk become victims of human trafficking;
Providing SOS telephone support to groups at risk of becoming victims of human trafficking(for example, women victims of domestic violence, etc.);
Documenting and reporting on human trafficking cases including monitoring litigation based on Astra’s monitoring instruments and control;- Activities aimed at responsibility and prosecution of perpetrators of criminal acts;
Promoting the effective implementation of relevant trafficking legislation including invoking the responsibility of holders of public authority in relation to guaranteed provisions. This, for example, implies an obligation to engage representatives of CSOs in drafting a protection plan for victims and persons at risk to become victims of trafficking;
Reporting on the effectiveness of the implementation of legislative provisions related to human trafficking;
Support the collection of relevant information, including statistical and research data, to enable better informed discussion and improvement of policies that relating to trafficking in human beings;- Raising awareness at the local level, aimed at the general public about the importance of the role that have CSOs;
Promoting an effective, efficient and strategic building relationship between CSOs and key actors of the state system responsible for issues related to combating trafficking in human beings;
Promoting the inclusion of women, youth and other marginalized groups in local ones formal and informal discussions on the fight against human trafficking and the reduction of space for civil action.
Results to be Achieved

Support for at least 5 CSOs (whose leaders are women in at least 50% of cases) in implementing activities in the fight against human trafficking and improving the situation in the country, especially for women, youth, representatives of minorities and other vulnerable groups.
Support for at least 10,000 victims and persons at risk of becoming victims of trafficking.
Establishing strong links and cooperation between CSOs and Local Coordination Teams for Combating Trafficking in Human Beings in Presevo, Vranje, Novi Pazar, Nis, Kragujevac, Sabac, Pancevo, Sremska Mitrovica, Novi Sad, Subotica, Leskovac and Kraljevo.

Eligibility Criteria

To be eligible for a grant, the main applicant must be:
legal entity;
non-profit organization;
civil society organization;
established in the Republic of Serbia.
All activities must be implemented at the local level, in the area of one or more units local self-government in the Republic of Serbia.
The project proposal holder is directly responsible for the preparation and management of the project and may work with partner organizations.
Applicants participate in the design and implementation of the project and the costs incurred eligible in the same way as the costs incurred by the main proposer.
Partner organizations must meet the same eligibility criteria that apply to project proposal holder.
