Early Grant Information for NGOs

As part of supporting the Lao People’s Democratic Republic (Lao PDR) to achieve its Journey to Self Reliance (J2SR), the Maternal and Child Health and Nutrition (MCHN) Activity seeks to address the inequitable health and nutrition outcomes of the most underserved segments of the population through a targeted health system strengthening approach.

The goal of the Maternal and Child Health and Nutrition Activity is: “Improved Health and Nutrition Outcomes among Pregnant and Postpartum Women, Newborns, Children and Adolescents.”

To achieve this goal, the Activity has four expected results. These results are intended to build upon each other to strengthen the overall health system’s ability to provide equitable access and high-quality maternal and child health and nutrition services.

Result 1 (LOE 10%): Improved MOH National Capacity to Plan, Monitor, Prioritize and Guide the Reproductive, Maternal, Newborn, Child, Adolescent Health and Nutrition (RMNCAHN) Program
Result 2 (LOE 10%): Improved Provincial Health Office Capacity to Sustainably Plan, Budget, and Manage RMNCAHN Services
Result 3 (LOE 45%): Improved Equitable Access, Utilization and Quality of RMNCAHN Services at District and Health Center Levels
Result 4 (LOE 35%): Improved Community Engagement and Responses for RMNCAHN
Funding Information

Subject to funding availability, USAID intends to award one (1) Cooperative Agreement pursuant to this NOFO, providing approximately $35,000,000 USD in total USAID funding over a five-year period.
The anticipated period of performance is five (5) years from the award date.

The Activity prioritizes improving the quality of RMNCAHN services along the continuum of care in targeted districts (Result 3) and community engagement for improved RMNCAHN (Result 4). While building MOH capacity at all levels to plan, budget, implement and monitor RMNCAHN services is an essential component of health system strengthening, the majority of resources should contribute to Results 3 and 4. The estimated levels of effort (LOE) are only illustrative and provide an indication to the Applicant. When developing its proposal, the Applicant can propose its own level of effort for reaching the activity goal.
The Activity seeks to strengthen integration of health and nutrition services. Where possible, the Activity will support the integration of reproductive health services to improve women’s and adolescents’ health, reduce missed opportunities, and ensure a holistic approach to health.
The Activity seeks to strengthen equitable access and the quality of health and nutrition services for adolescents, specifically for adolescent girls most at risk of poor health outcomes. Reaching the most vulnerable girls (ten to 19 years old) will require a broad range of tailored, targeted strategies, including strategies to ensure that young married pregnant women have access to quality services.
Eligibility Criteria

This NOFO is not restricted and open to all entities that can meet the requirements to receive USAID assistance. Organizations eligible to apply under this NOFO include, but are not necessarily limited to, U.S. and non-U.S. non-profit or for-profit non-governmental organizations (NGOs), private voluntary organizations, foundations, colleges and universities, civic groups, faith-based and community institutions, private businesses and associations, regional organizations, philanthropic organizations, and advocacy groups.
Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
