ALIMA SOUTH SUDAN  2019/2020
ALIMA have been present in SOUTH SUDAN in Raja County –Western Bahr el Ghazal- since 2017, implementing different projects in the area.
ALIMA aimed at addressing the different health and nutritional needs by delivering primary and secondary health and nutrition care for the most vulnerable population and scale-up the malaria response “test and treat” during the peak period.
ALIMA also strengthens and improves the capacities of partners in the field. ALIMA is working in close collaboration with AFOD (national NGO) on the management of children under 5 suffering from SAM.
On the other hand, ALIMA also works in close collaboration with the MoH as some of its health workforces are part of the health team within Raja hospital, Deim Zubeir PHCC, Kor Shamam PHCU, Mayonga PHCU, Mangok PHCU and Lamba PHCU. Since 2019, ALIMA widened its scope of intervention by integrating the management of sexual and reproductive health (SRH) activities within Deim Zubeir PHCC and all the supported PHCUs.
Aside from its presence in Raja County, ALIMA supported primary health care (OPD, ANC, PNC, MUAC screening, RI and vaccination campaigns) in Aweil East in close partnership with the MoH through mobile clinics since 2017 until early 2020. In 2019, ALIMA could scale up its response providing primary healthcare to the most vulnerable population through one mobile clinic and 1 fixed site. ALIMA also responded alongside with the MoH to the abnormal malaria peak from September to November 2019 ad treated more than 53,000 malaria cases.
In Juba, since the beginning of 2019 ALIMA is leading a consortium (with Concern Worldwide and GOAL) that aim to strengthening the capacities of the State and National Rapid Response Team and increase their response capacities in the scope of the Ebola outbreak in South Sudan, targeting 7 high risk areas.  Therefore, the Rapid Response Teams should be ready to carry out investigations in a timely, systematic, and consistent manner, while at the same time build on enhancing institutionalized mechanisms. The emergency health Rapid Response Teams is essentially coordinated by National MOH, and State level by Ministry of Health and environment, and emphasis will be made to further strengthen pathways to consultative engagement with stakeholders at all levels.
Given the current context linked to COVID-19, ALIMA, in consortium with 2 INGOs, is leading a program targeting the same RRT members on COVID-19 response; including training and capacity building, Surveillance and case management, IPC and WASH as well as community sensitization and risk communication in Juba at the request of the national steering committee and the MOH. The project is manage by the EPREP team with the support of mission coordination.
Finally, in 2020, ALIMA in consortium with SI launched a project in WAU/Baggari (Western Bahr el Ghazal) to provide free-of-charge essential healthcare and nutrition services in remote areas for population affected by conflict, malnutrition, communicable and non-communicable diseases, victim of sexual and gender-based violence in 1 PHCC (Ngissa) and 1 PHCU (Mboro), and through 2 Mobiles outreach Clinics.
POST TYPOLOGYPosition: Pharmacy Manager – Western Bahr el Ghazal (Raja and Wau/Baggari projects).

Primary and Secondary health care: Health/SRH/Nutrition (OPD/OTP/IPD/ITFC/BEMOnC/SGBV/Mental Health)
MAIN PURPOSEThe Pharmacy Manager Coordinates, deploys and supervises all pharmacy related activities in the Mission, according to ALIMA standards and values, the Medical Coordinator instructions, national and international laws and regulations, in order to ensure the quality and proper organization of medical procurement processes, procedures and protocols, the proper management of project medical stocks and, in collaboration with the Medical Coordinator, the proper use of medicines and medical equipment. He is the right-hand man of the medical coordinator concerning the pharmacy.

Supervise: The Pharmacy supervisorThe Pharmacy Manager collaborates directly with the Medical Referent, Project Coordinator, Medical Activity Managers, and the Project Technical ReferentsTASKS and MAIN RESPONSIBILITIES
To the country’s medical authorities:Support MedCo in representing and defending ALIMA’s interests towards the Ministry of Health and other local authorities or local suppliers for any issue concerning pharmaceutical supply, in order to ensure stock procurement in the mission & projects while accomplishing national laws and regulations and following ALIMA protocols.
Ensure a close follow up of the National Process for drugs importation and Support the Medical Coordinator in order to validate a national pharmacy, to ensure good quality of local medical purchases for those items under control and avoid items prohibited for importation.Monitor closely the national drug supply, especially for projects in which ALIMA works closely with the Ministry of Health.Support and participate in all drug and medical material supply processes and facilitate correct stock management and transport/storage procedures, in order to ensure the availability of stock in all projects avoiding expiries/overstocks and stock-outs and ensuring its overall efficiency and rationalization.
Data collection and analysis:Collecting and analysing stock indicators according to physical records and logistic software (stock levels, pre-stock-outs, over-stocking, donations, expired products, not moving stock disposal) across different projects and together with the medical coordinator take corrective decisions when necessary according to ALIMA procedures and national legislation (specifically in case of expired drugs).
Collects, verifies and analysis monthly consumption statistics, rational drug use and other relevant indicators for project reporting (monthly, quarterly).
Management of drugs and medical equipment:Provides technical support to the pharmacy on all issues related to pharmaceutical information, drug use (protocols and rational use), side effect management, compliance issues, etc.
Carries out regular technical visits to project sites to ensure the proper organization of activities and the management of the pharmacies of the various projects.Coordinate the running of the pharmacies across the mission, ensuring the proper implementation of and proper use according to ALIMA protocols of pharmacy management and monitoring tools (daily monitoring sheets, order forms,), procedures and dispensing practices to be followed by all staff, in order to ensure the quality of the service given to the populationEnsures that all inventories of drugs and medical devices exist and are updated, and participates in reporting according to ALIMA guidelines (Sitrep, medical statistical reports, etc.)Ensure the appropriate storage and management of stocks of narcotic and psychotropic drugs, in accordance with national legislation, and allow the traceability of these products in particular.Reports on the use of drugs and medical devices distributed according to protocols, reporting anomalies.Support projects in the implementation of Pharmacy Good Distribution Practice (GDP)
Medical supplies and orders:Function as technical Pharmacy support regarding all questions related to pharmaceutical information (list for importation), medication use (protocols and rational drug use), management of side effects, adherence issues etc.
Follows the procurement procedure and takes any necessary corrective measures, maintains regular communication with medical, logistical and financial departments regarding the management of medical supplies and pharmacy.Assists the Medical Coordinator to ensure that local medical purchases are made from approved sources.Support the Medical Coordinator regarding the follow-up of EPREP planning, composition and maintenance of medical emergency kitsCollaborating in budgeting and preparing drug and other medical material orders together with Medical and Logistic Coordinators.
Human Resources Management:Plan and supervise, in close coordination with -, HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required. In case of integration of medical stock under the supply, this includes providing support to Supply Log in this capacity to ensure the medical stock and pharmacy management according to recommended guide lines/procedures
Ensure that the work of pharmacy teams in the various projects is well organized according to program requirements.Carry out at least once a year the evaluation of his direct collaborator (mission pharmacy supervisor).Leads and organizes regular meetings of his team, and provides staff training as neededThis job description is not exhaustive; and is subject to change depending on the activities or progress of the project.

Essential:Bachelor’s degree in pharmacy from an accredited institution

Salaire
CONDITIONS
Contract term: Fixed Term Contract under French law, 6 months renewable.
