Since the conflict between Al Houthi and the Saudi-led coalition that started in March 2015, Yemen has become one of the three emergency in the world and is thus facing one of the worst humanitarian crisis, with 80 % of the population who is now in need of humanitarian aid. The context is highly challenging in regards to access to the communities despite significant needs in the country. Airstrike, embargo, high prices, etc have caused a profound deterioration of the nutitritional situation and hundreds of thousands lives are at risk.

Action Against Hunger has been operating in Yemen since 2012, upscaling its emergency activities in 2016 due to the conflict between Al Houthi and the Saudi-led coalition. Yemen is currently facing one of the world’s worst humanitarian crises, with 80% of the population in need of humanitarian aid. Action Against Hunger has responded to multiple large-scale and interconnected emergencies: conflict, famine and a cholera epidemic, using a multisectoral approach (Nutrition & Health, Food Security, WASH and Mental Health programming) and by piloting the country’s first Rapid Response Mechanism alongside UNICEF. Donors supporting these programs are the EU through ECHO and DEVCO, UN agencies (UNICEF, WFP, UNOCHA, UNFPA), GAC, DFID, SIDA and private foundations. Focus is now on providing life-saving quality health and nutrition services, addressing the causes of hunger and undernutrition and promoting evidence-based programming through surveillance, analysis, and advocacy. In 2017, ACF has been implementing Nutrition and Health programme in four of the most in need governorates: Hodeidah, Hajjah, Lahj and Abyan.

ACF is working in partnership with the Ministry of Public Health and Population (MoPHP) in order to strength their capacity in a context where about half of health facilities are non-functional or partially functioning. ACF is implementing or supporting a Minimum Service Package, approved by MoPHP and WHO. This package includes: CMAM, including treatment of children under 5 SAM and supplementation for MAM, and PLW, IMCI, ANC & PNC, primary health care for children older than five and adults and nutrition and health awareness (including IYCF). Depending on the area, ACF either directly providing the activities or technically supporting the MoPHP to provide those activities at health facilities, and in the South with mobile teams.  ACF has responded directly to the first wave of Cholera started end of 2016, and responded to the second wave from April 2017 in Hodeidah city by resuming its support to MoPHP. As the number of admissions decrease, ACF is now focusing on developing mitigation activities. Capacity building to MoPHP’ health workers remains at the core of both ACF ’implementation model. One of the main barrier faces by ACF and MoPHP nutrition and health worker remain frequent constraint of access due to the on-going conflict. This has particularly affected our work in Hajjah governorate in 2017.

More precisely, you will be in charge to :

Contribute to the quality and impact measurement process of the project

  • Collect and analyse relevant data on nutrition and health situation in project area
  • Organize, conduct or support evaluations or rapid assessments of the nutrition and health situation according to the needs
  • Encourage the team to strengthen   programming within ACF global strategies and mandate to respond to the need in the field
  • Conduct regular field monitoring visits to the health facilities and projects areas;
  • Make and implement recommendations made as a result of internal and external assessments in the context of a specific work plan (quality control)

Monitor and coordinate programmes in the field of nutrition & health

  • Supports program manager in setting-up of tools for monitoring of the logical framework indicators for the project;
  • Supports program manager in establishing planning & monitoring tools for activities and ensure budget follow up;
  • Supports program manager for managing planning, work-sharing and coordination for integration of work with other ACF sectors.

Provide technical training and support to the nutrition & health programme teams

  • Develop action plans for capacity building of the health and nutrition teams on health protocols, programmes
  • Develop customized job Aids, implementation tools, information management tools for nutrition & health programs and provide orientation to the teams
  • Develop the skills of health and nutrition technical teams through regular trainings, on-thejob supervision and monitoring
  • Provide similar formal training and/or on-the-job capacity building to MoH staff at ACF-supported Health Facilities

Represent Action Contre la Faim and its positioning in the field of nutrition and health and with governmental and local or international agencies

  • Under the supervision of Field Coordinator and Nutrition & Health HoD participate in ACF representation with national and international authorities, health clusters and relevant technical working groups on matters related to nutrition & health, including meetings and activities related to regular nutrition & health programs
  • Support the Program Manager to develop and maintain a network of harmonious and productive relationships with national representatives and programme partners (funding bodies, other NGOs, etc), in coordination with Field Coordinator and Nutrtion & Health HoD.

Experience / Qualifications

You have a Master’s degree in a field related to Health and you have strong technical, program management and capacity-building skills. You have at least 2 years international humanitarian experience, ideally in Yemen.    You have previous experience in the supervision and management of a multi-disciplinary team in a multi-cultural environment. You are recognized for your ability to manage, you are diplomatic and sensitive to cross-cultural issues,  and a strong capacity to work under pressure while staying creative, open-minded and flexible. Fluent English (both written and verbal) is required.

Salary

Length of contract : 3 months, starting as soon as possible

Status: Long-term contract, provided by ACF according to the French legislation.

Remuneration and benefits :

  • Monthly gross salary from €2010 to €2335€ upon experience.
  • An expertise bonus of 200 € is applied
  • Per diem and living allowance: 257€ + 359€ (cf eurocost) net, field paid.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen
  • +  €450 gross monthly allowance related to the context.
  • + Child allowance: €1500 /year per child (limited to €6000)

Transportation and accommodation :

Coverage of transportation costs to and in the mission.

Individual room in guesthouse covered

 

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

 

Leaves and RnR:

  • 25 days of paid leaves per year.
  • 20 RnR per year.
  • 215 € at each RnR period (every 6 weeks).
  • Coverage of the transportation expenses to the RnR area of reference.

 

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year
  • Participation to external trainings costs upon eligibility of the request
