Description Since the events of August 2017 in Northern Rakhine state, which led to the displacement of over 700,000 refugees into Bangladesh, ACF Myanmar’s Rakhine base has been growing consistently, continuing/developing activities through several programs in Nutrition and Mental Health and Care Practices; Food Security and Livelihoods; WASH and Disaster Risk Reduction (DRR); and Health System Strengthening (HSS).

In 2019, ACF Rakhine base will continue to operate a life-saving intervention in nutrition, care practices and psychosocial support for IDPs and host communities. This emergency program comprises a Therapeutic Feeding Program (TFP) implemented in ACF-run Out-patient Therapeutic Program centers (OTPs), and a Supplementary Feeding Program (SFP) in MoH Rural Health Centers. It is implemented in both Central and Northern Rakhine state (CRS and NRS), through the base of Sittwe and sub-base of Maungdaw.

In July 2019 ACF Myanmar started the implementation of an integrated Nutrition/FSL/WASH/DRR program in CRS (Sittwe and Minbya townships), as part of a 36 months Europe Aid-funded project, in consortium with the Danish Refugee Council. The program includes a range of activities in food production, income-generation, community mobilization and engagement, WASH and DRR; and are combined with a Behavior Change strategy on health, hygiene, nutrition and Infant and Youth Child Feeding (IYCF). In parallel, another BMZ-funded project involving Nutrition and IYCF, Livelihoods and WaSH/DRR components started in September 2018 for a duration of 36 months, in consortium with Save the Children International, in CRS (Sittwe and Minbya townships).

In 2019, ACF Rakhine will begin a new project in partnership with Humanity and Inclusion (HI). This aims to build the capacity of government workers to provide community based nutrition services. It also aims to increase access to rehabilitative services for malnourished children with disabilities and build the capacity of government and community based organisations to identify, intervene and where necessary refer families with mental health and care practice needs in the community.

 

The finance/HR and logistics teams are spread between the difference base/sub-bases/field offices of the Rakhine base, the position therefore requires occasional movements within Rakhine state. It also implies to integrate the constraints and specificities linked to remote management.

 

Length of contract: 12 months starting 1st of January 2020

 

The position:  Under the supervision of the field coordinator, you will seek to improve the efficiency of financial and HR processes and tools; your role will also to bring key technical support to a dedicated and motivated admin team. You will also strive to strengthen the managerial capacities of the staff and look at ways to reinforce communication and coordination channels both within the admin team and with the other support departments and the programs on the base. More specifically, you will be in charge of:

  • Managing and building capacity of Finance and HR team
  • Providing accounting services for the base
  • Ensuring cash management
  • Supporting budget management
  • Providing HR management
  • Supervising administration and payroll
  • Demonstrating personal commitment in promoting Gender equalit and ACF gender minimum standards

The applicant:  You hold a degree in Economics / Finance or Human Resources and you have 3 years experiences in administration field with 1-year experience at Senior Management Role especially in multi-cultural context.

You are recognize for your ability of handling micro and macro finance & HR management on daily basis and as a team player with strong communication skills.

Well known for your reactivity, anticipation, adaptability, flexibility and diplomacy, you are also able to maintain confidentiality

You have excellent knowledge and understanding of donor requirements and an excellent financial and analytical skills along with experience monitoring systems.

Previous experience or contextual understanding/knowledge of Myanmar and personal commitment in promoting Gender Equality is appreciated.

Experience in HOMERE and SAGA Software is an asset, fluency in English written/spoken is compulsory.

 

Status:

Salary and profits:

  • Monthly gross salary from €1600 to €1975 upon experience.
  • Per diem and living allowance: 432 € net – paid in the field
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage:100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year.
  • 20 RnR per year.
  • 215 € at each RnR period (every 12 weeks).
  • Coverage of the transportation expenses to the RnR area of reference.
