Work context

Action Against Hunger has been operating in Yemen since 2012, upscaling its emergency activities in 2016 due to the conflict between Al Houthi and the Saudi-led coalition. Yemen is currently facing one of the world’s worst humanitarian crises, with 80% of the population in need of humanitarian aid. Action Against Hunger has responded to multiple large-scale and interconnected emergencies: conflict, famine and a cholera epidemic, using a multi sectoral approach (Nutrition & Health, Food Security, WASH and Mental Health programming) and by piloting the country’s first Rapid Response Mechanism alongside UNICEF. Donors supporting these programs are the EU through ECHO and DEVCO, UN agencies (UNICEF, WFP, UNOCHA, UNFPA), GAC, DFID, SIDA and private foundations. Focus is now on providing life-saving quality health and nutrition services, addressing the causes of hunger and undernutrition and promoting evidence-based programming through surveillance, analysis, and advocacy.

Sana’a is located at 2300 meters/7500 feet altitude, so temperatures can be quite low in winter. Office and guesthouse are in the same compound. The rooms are private and personal. The building is supplied with public electricity and a generator is also available. Due to the current security situation, social options are very limited, not only for ACF but for all organizations.

Responsabilities

Under the supervision of the Deputy Country Director – Programs, you will be coordinating and monitoring the Rapid Response Consortium (donor DFID) for Covid-19 emergency response where ACF leads the consortium (ACF, NRC, RI, YFCA).

Strategy Design, Development and Implementation

  • Lead the kick-off and implementation of strategic priorities for the Covid-19 emergency response consortium, including participation and influencing relevant national fora.
  • Ensure that appropriate consultation is carried out with consortium members and other allies and external stakeholders on an ongoing basis for reflexive learning.
  • Play a significant role in leading the consortium as a relevant and accountable mechanism for timely humanitarian response of a high quality regardless of location. This covers all aspects of strategy, operations, and relations with consortium partners and external actors at national level, and supporting consortium Programme Managers at governorate level as required.

Analysis and External Engagement 

  • Build strong professional relationships with clusters in country and other major humanitarian donors, HCT, and relevant government departments responsible for policy and practice of humanitarian response in Yemen.
  • Maintain an understanding of significant humanitarian policy and protection dynamics that shape the work for the humanitarian sector, as a whole in Yemen, by developing and delivering appropriate policy related messages on behalf of the consortium.
  • Represent the consortium externally as appropriate including representation in relevant coordination fora, conferences and workshops at different levels.

Staff Coordination and Support 

  • Lead and support coordination staff and consortium implementing staff, often remotely, to deliver high impact work, ensuring appropriate application of the project design and taking into account emerging opportunities.
  • Manage the coordination teams to ensure: appropriate long and short term planning and good staff management; and development of highly effective M&E, finance reporting systems and communications materials in support of all work

Funding, Budget Management, Proposal Development and Reporting

  • Manage the budget lines and follow up on project implementation progress and regular reporting with consortium partners.
  • Leading on preparing and submitting donor reports

Internal Coordination, Capacity Building and Technical Support

  • Ensure the experience and expertise of different consortium members is used in the strategic development and implementation of activities.
  • Provide technical support to the coordination unit and develop successful matrix management relationships, including organizing in house training as appropriate for relevant staff.

Requested profile

You have at least 5 years of experience in an INGO, in similar positions (Program or Consortium Coordination).

You have work in remote conditions (management and support) and you hace experience in highly insecure and complex environments.

You have demonstrable knowledge of working in the international humanitarian system, including understanding of context, dilemmas, challenges and ways of working (including humanitarian coordination and UN cluster system).

You are known for your ability to represent a collaborative consortium with political sensitivity to a variety of audiences.

You have the ability to lead complex projects and multidisciplinary/cross-sector humanitarian response, advocacy and communications, often requiring a high degree of independent judgement and negotiating skills.

You have proven management experience of staff management, including strong financial management skills.

You are known for your excellent interpersonal and cross-cultural team skills, your capacity to remain calm under pressure and not lose sight of strategic priorities, even when working remotely.

You speak and write English fluently (mandatory).

Fluency in Arabic (written and verbal) will be a plus.

Specific conditions / Salary

Status: unaccompanied

Contract: fixed term contract under French legislation

Duration: 6 months

Starting date: June 1st 2020

Remuneration and benefits: 

  • Monthly gross salary: from €2450 to €2800 upon experience.
  • Per diem and living allowance: 616 € (cf eurocost) net, field paid.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + 450 € of country allowance
  • + Child allowance, limited to 5 children. 

Transportation and accommodation: 

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance

Leaves and RnR: 

  • 25 days of paid leaves per year.
  • + 20 RnR per year.
  • + 215 € at each RnR period (averagely every 6 weeks).
  • Coverage of the transportation expenses to the RnR area of reference.

Training:

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Participation to external trainings costs upon eligibility of the request.

Manager word:

There are multiple challenges in the Country: the humanitarian needs are high, the security situation is volatile, active frontlines, articulated political situation, with often tensions, in the south and an overall social and economic degradation in the whole country.

Although ACF can guarantee a comfortable accommodation, it is still a risky deep field situation with highest level of security at all times
