The EU Aid Volunteers initiative provides opportunities to European citizens and long-term residents, from a wide range of backgrounds and with a diversity of skills and professional experience, to get involved in humanitarian aid projects, support the provision of needs based humanitarian aid in third countries and engage in volunteering opportunities, through deployment

Operational and security context:

ACTED has been present in Sri Lanka since January 2005, following the immediate aftermath of the violent tsunami that struck the east coast of the island in December 2004. Since the deployment of disaster relief and rehabilitation activities in the Eastern Province, the NGO has remained mobilized to respond to specific emergencies caused in particular by natural disasters, and has worked with communities and local civil society to build sustainable resilience and support the most vulnerable.

Mission context
A need for peacebuilding and reconciliation between the various communities of Sri Lanka
Sri Lanka is still reeling from a long period of civil conflict between the government and the Liberation Tigers of Tamil Eelam (LTTE), which lasted from 1983 to 2009. The conflict claimed several thousand lives and devastated the Northern and Eastern Provinces. Years after its end, important psychological and physical traumas remain still, as well as a need for peacebuilding and reconciliation between the various communities.

Pockets of poverty in a middle-income country
Over the past decade, Sri Lanka has experienced solid yet heterogeneous economic growth, creating pockets of poverty throughout the country, especially in remote areas and the tea plantation sector, such as Central and Uva provinces. As such, in Matale, Nuwara Eliya, Badulla, and Moneragala districts, the poverty rate remains higher than in the rest of the country.

A high vulnerability to natural disasters
In addition, the country is highly vulnerable to risks of natural disasters – major disasters, such as the 2004 tsunami, which claimed over 30,000 lives and in total over 250,000 people were affected, as well as smaller scale annual disasters. For example, every year, during the monsoon season, floods and landslides occur whilst at the same time, other regions of the country are plagued by droughts. The May 2017 floods are estimated, for instance, to have caused more than 200 deaths and displaced more than half a million people.

Increasing gender inequality
Finally, gender-based discrimination is still a major challenge: harassment and gender-based violence remain widespread, while the labour force participation rate for women remains very low. Furthermore, women’s participation in the public sphere remains limited. The wage gap between men and women also remains high, reducing opportunities for women to improve their living standards.

DUTIES AND RESPONSIBILITIES

1. Finance

• Preparation/cross check of Allocation tables
• Preparation /cross check of Project Budget Follow Up
• Preparation /cross check of Monthly running cost
• Preparation/cross check of project cash requirements follow-up
• Cross-check of Cash requests
• Support the Finance team in BFU preparation
• Support the Area Finance team to develop bi-monthly cash request and cash planning.
• Support any other tasks as required by the Country Finance Manager.

2. Logistics

• Contribute to the development of Procurement plans
• Cross check the accuracy of order forms
• Ensure proper management and use of ACTED’s assets and stocks
• Verify monthly asset and stock updates.
• Verify compliance with ACTED procurement procedures
• Support the logistics team in updating the order and delivery follow up
• Support any other tasks as required by the Country Logistics Manager.

3. EUAV Communications

a) During the deployment period, the volunteers will have to realize communications activities in order to raise awareness of the EUAV imitative, share volunteer experiences and opportunities, encourage spirit of volunteerism and positive activism and create European connections.
b) The EU Aid Volunteer will have to follow his/her communications plan, built with the Communications department during the induction session.

Finance and LogisticsThe candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Bachelor’s or Master’s degree in humanitarian studies / Political Science / M&E / Project Development / Finance / Logistics
Fluent English (written and spoken), excellent writing and communication skills;
Ability to work under pressure in a fast-paced environment;
Good organisational and prioritisation skills;
Proficiency in Microsoft Office;

Salaire / Indemnité Learning opportunities:

This program places great importance on the EUAV management and career development. The selected volunteers will undertake a learning and development program that will include an induction, trainings during the deployment and a post-deployment support and dissemination activities. Their learning and development plan will be completed with the support of a L&D manager, a mentor and their line manager

Working and living conditions:

EU Volunteer benefits include: subsistence allowances in line with EU Aid Volunteer daily allowances (675.69 euros per month in France, 270.44 euros per month in Sri Lanka), coverage of all accommodation during apprenticeship in Paris, and in ACTED guesthouse when in the field, travel costs (return flight from Sri Lanka), a luggage allowance of 50 kg, provision of medical, repatriation, and life insurance, reimbursement of visas and vaccinations costs and resettlement allowance (100 per completed month of deployment).
