ACF recrute 01 Psychologist / Mental Health And Care Practices, Gender And Protection (Mhpss) Head Of Department

 

Country: Iraqi Kurdistan, based in Erbil

Context:  Iraq faces a double crisis since the beginning of 2014. After the arrival of nearly 250,000 Syrian refugees in 2013, the multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. In the space of a few weeks, more than 800,000 people have found refuge in the three governorates of the region (Dohuk, Erbil and Sulaymaniyah). The humanitarian aid in Iraqi Kurdistan has thus become one of the major challenge for NGOs.

Presentation of the mission: ACF’s intervention in Kurdistan region of Iraq started after the sudden massive influx of refugees fleeing the Syrian crisis in August 2013. ACF has been operational in Erbil, Sulaymaniyah, Diyala, Dohuk and Ninewah Governorates responding to WASH, Food Security and Mental Health needs of the Syrian refugees and the Internally Displaced Persons (IDPs) population both in camps and non-camp settings. In addition and according to IOM-DTM, since the start of Mosul operations in October 2016, an adding 142,698 individuals and 23,783 families are currently displaced. ACF is responding to Mosul emergency with mobile teams across the country and is scaling-up its humanitarian response in 2017 with an integrated and multi-sectorial approach, addressing WASH, Mental Health & Care Practices and Food Security needs. ACF is strongly involved in the coordination mechanisms, as an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters, and is currently the national WASH Cluster co-coordinator.

 

Length of contract: 12 months, starting ASAP

 

The position: Under the supervision of the Deputy Country Director (line manager) and the Regional Technical Advisor (functional manager), you will guarantee the quality, relevance and scaling of the MHCPGP strategy and interventions on the mission, in conformity with ACF and international standards and national policies.

 

More precisely, your mission will be:

  • To contribute to the definition of the country strategy, and the positioning of the Mental Health and Care Pratices, Gender and Protection (MHPSS) technical department
  • To coordinate the identification of needs and formulation of project proposals
  • To support the implementation and carry out reporting on programmes/projects
  • To guarantee the quality and accountability of the projects
  • To ensure the active involvement of ACF in the national sectoral coordination, the technical platforms and develop sectoral partnerships
  • To manage the teams (3 program managers)
  • To promote capitalization, development, technology and research in the MHCP department
  • To guarantee and ensure the confidentiality of data collected during the MHCP activities of the mission

 

Area of intervention:

Hamam Alalil

MHCPGP: People in situations of psychological and psychosocial distress within displaced populations and host communities develop resilience and positive coping mechanisms. (4 staffs)

Dohuk

MHCPGP: Host Communities, IDPs are provided with capacity building in MHPSS and awareness rasing activities.  Currently mhGAP trainings are underway.  Potential areas of location will be determined based on needs and resources. (8 staffs)

Mosul

Mental Health and Pscychosocial Support Program implementing trainings, support groups and capacity building for community leaders, teachers, parents in schools and community centers.

 

The applicant: You hold a Master’s degree in clinical psychology or psychiatry with at least two years of field experience with NGOs in clinical, intercultural or humanitarian psychology. You have a proven experience in proposal writing and in emergency response management.

You have demonstrated experience managing complex operations in challenging contexts and excellent inter-personal skills. You do have a good sense of confidentiality and possess a cultural sensitivity.

You are known for your skills in team management and supervision, and you demonstrate capacities in capacity building and system strengthening.

Very Good proficiency in English (written and spoken) is required, Arabic and kurdish are advantages.

 

Status:

Contract: 12 months fixed term contract under French legislation

Remuneration and benefits :

  • Monthly gross salary from  2 688 € to 3 433 € upon experience.

+ Per diem and living allowance: 487 € (cf eurocost) net, field paid.

+ 12 % of monthly gross salary as country allowance.

+ 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

+ Child allowance, limited to 5 children.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per yar.
  • + 20 RnR per year.
  • + 215 € at each RnR period (averagely every 2 months)
  • Coverage of the transportation expenses to the RnR area of reference.

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year.
  • Opportunity of coaching (DP) or mentorship.
  • Participation to external trainings costs upon eligibility of the request.
