Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

The FSL Program Manager, in close collaboration with the Head of Base and Deputy Country Director, will ensure regular oversight, monitoring, and support to the management of Gaza Base’s FSL department and grant portfolio, throughout the entire Project lifecycle, from early discussions with the donor (if requested) and/or organisational partners, proposal preparation, technical design and quality implementation oversight, to donor requirements and reporting.

SPECIFIC OBJECTIVES

Objective 1: Understanding the food security and livelihoods sector in the geographical areas of intervention                                  

  • Collect and analyze primary and secondary data related to the Food Security and Livelihoods sector in the Gaza Strip; this undertaken in close coordination with other local and international organizations;
  • Analyze the potential relevant FSL activities in the Gaza Strip and ensure participation in the relevant coordination forums (FSS, CPWG, etc.)

Objective 2: Project implementation, follow-up and monitoring:                                   

  • Organize and supervise the effective implementation of Action Against Hunger Food Security and Livelihoods project activities, in close coordination with administration, logistics, and WASH departments;

Objective 3: Food Security and Livelihoods team management

  • Participate in the recruitment and training of field officers, social workers and new members of the Gaza FSL team;

Objective 4: Miscellaneous

  • Participate in the development of all technical tools related to FSL projects (ToRs for consultants and evaluators, ad hoc reports, research & studies, monitoring tools, implementation SOPs, capitalization reports…)

Expériences / Formation du candidat
  • Bachelor’s and/or Masters Degree in Agriculture
  • Livelihoods program design and implementation, preferably in the Middle East. Knowledge of Income Generation Programming (IGA) and Cash Based Interventions (CBIs) necessary.
  • At least 5 years field humanitarian experience.
  • Experience on conflict affected areas would be an asset.
  • Experience working in complex humanitarian contexts is an asset
  • Fluency in reading, writing and speaking English
  • Fully proficient in MS-Office, Outlook and Skype, familiarity with GIS and ODK an asset, analysis tools such as PowerBI would be an asset
  • PM will be based in Gaza with travel to Jerusalem and occasionally Hebron.
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality

Salaire / Indemnité We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: 12 months.
  • Base: Gaza
  • Compensation packaged: from 31.572,0 € – 38.172,0 €gross/year divided in 12 payments and based on experience y context. This salary includes a base salary + context plus + living expenses and per Diem (*)
  • Guest House or similar accommodation covered by the organization
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization
  • 25 working days of paid leave per year.

(*) in local currency subject to unexpected changes in currency exchange
