Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

  • Under the overall strategic direction of the Country Director, she/he will be a key member of the Senior Management Team (SMT), contributing to the development and implementation of the overall Country Program Strategy. She/he will be acting as Country Director as may be required and contribute to the strengthening of the SMT.
  • This role implies the supervision of relevant program coordinators as defined by Country Director, currently the Technical Coordinator, Grant Manager (under recruitment), EUV staff (under recruitment), and the Protection Coordinator.
  • Coordination with other coordinators as Logistics, Admin, and HR Manager is crucial, as well as to ensure that programs can feed Advocacy initiatives with the support of the Advocacy Coordinator.

SPECIFIC OBJECTIVES

Objective 1: Ensure an adequate and quality delivery of programme operations at scale and scope.

  • Ensure that programs are implemented on time, on budget and in line with the relevant quality standards. This includes general oversight of complex multi-sectoral grants and ensures challenges are identified and addressed in time.
  • Be in charge of the Country office Operational Task Force:
    • To ensure timely program execution and monthly meetings with HoBs and Capital Coordinators;
    • To provide strategic guidance and day to day operational leadership to the task force;
    • To ensure and enhance effective coordination between the Capital office (Jerusalem) and the bases (Hebron & Gaza);
  • Actively contribute to the revision of Emergency Preparedness Plans and contingency plans and will ensure the execution of those plan at field level in coordination with the Heads of Base.

Objective 2:  Strengthen Quality of Programmes providing strategic guidance to program teams (at base and capital level), facilitating internal process of program development

  • Be responsible for overseeing the development of high quality, innovative programs, assuring the inclusion of crosscutting approaches as gender, protection and resilience
  • Ensure the sharing and learning of Action Against Hunger experiences and coordinate with the Advocacy Coordinator for collecting evidence based advocacy
  • Communicate in direct line with the Technical Department in Madrid, the MEAL unit, and the Operations Program Officer for oPt.

 Objective 3:  Ensure adequate institutional relationships with external stakeholders (national/international), donors and different actors in country, as well as identifying potential fundraising opportunities

  • Ensure that the Program Coordinators and the Bases provide an adequate level of representation and coordination at the Cluster System and other relevant coordination bodies in oPt
  • Identify potentials opportunities and call for proposals for a wide variety of donors, this would include revision of calendars of funding cycles, organize and lead kick off meetings according to donor specificities and Action Against Hunger programs, etc.

Expériences / Formation du candidat
  • Education related with Humanitarian Action or any related field (communications, political science, law, etc.)
  • Technical specific knowledge in program development, donor rules and regulations, validation procedures coordination of processes and donor liaison. Experience in Project Cycle Management and Monitoring, Evaluation, Accountability and Lessons Learned tools. Training and capacity building experience and team management
  • Previous experience in a similar position and/or in the humanitarian field of at least 5 years
  • Languages: English (compulsory working language with excellent writing skills), Arabic (useful) and Spanish (an asset)
  • Good skills in Microsoft Word, Excel and PowerPoint
  • National and International Mobility. The position is based in Jerusalem with frequent visits to the Bases (Gaza and Hebron)

Salaire / Indemnité We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: 12 months (possibility of renewal)
  • Base: Jerusalem
  • Compensation packaged: from 35.270,8€ to 43.070,8 € gross/year divided in 12 payments and based on experience y context. This salary includes a base salary + context plus + living expenses and per Diem (*)

In addition:

  • Guest House or similar accommodation covered by the organization
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action against Hunger -Spain).
  • Break: additional rest period, including travel cost to a reference area and economic help of 215€.
  • 25 working days of paid leave per year.
