Panagora Group

Job Description

General Summary

Panagora Group is a social enterprise dedicated to providing high-quality, high-impact international health, development, and learning consulting. We are a dynamic woman- and employee-owned small business focused on market-based and integrated local solutions that strengthen country capacity; and on learning, communications, and technology solutions to accelerate and heighten impact.

Panagora launched the Localize Global Health Security (LGHS) project in October 2023. This global project, funded by the United States Agency for International Development (USAID), works with local partners in priority USAID global health security (GHS) countries to address critical health security gaps at the sub national level. LGHS will strengthen GHS capabilities as defined in the priority countries’ national health security action plans, contributing to their Global Health Security Agenda 2024 targets. LGHS will do this by establishing and managing a flexible grants program that finances local entities to address sub national gaps in various sectors related to global health security (i.e. Risk Communication, Social Behavior Change, Community Engagement, Antimicrobial Resistance (AMR), and Community Based Zoonotic Disease Surveillance).

Position Description

LGHS seeks an Organizational Development Specialist to provide expertise in localization, organizational development and capacity strengthening during an organizational landscape assessment in Senegal.  Each landscape assessment will be carried out by a team that includes both global health security expertise and one organizational development expertise, all based in Senegal.

The Organizational Development (OD) Specialist will serve as a key member of the Landscape Assessment team, who will engage with organizations at national and sub national levels, Civil Society Organizations (CSOs), community organizations, partners implementing GHS activities, and other local organizations engaged in the selected technical focus areas (i.e. Risk Communication, Social Behavior Change, Community Engagement, Antimicrobial Resistance (AMR), and Community Based Zoonotic Disease Surveillance). This work will inform the design of a grants-under-contract (GUC) program that will be tailored to the specific needs in Senegal.

The team will seek to better understand the enabling and inhibiting factors for operation of local organizations and reflect what local entities and other stakeholders perceive will best support health security programming at the sub national level, while reaching marginalized communities and most vulnerable populations.

The main objectives to be achieved through this landscape analysis include:

  • Map the health security landscape in Senegal, including key actors/stakeholders, the political and enabling environment, context-specific gender equality and social inclusion considerations, and other factors impacting health security at the sub national level.
  • Investigate health security gaps per Joint External Evaluation (JEE), States Parties Self-Assessment Annual Reporting (SPAR), and other metrics, in the selected technical focus areas in the targeted sub national regions to identify and validate priorities.
  • Identify local organizations working in the GHS space (either specifically on health security, or with applicable capacities in other health areas) and gauge their technical and organizational capacities and proficiencies to implement priority activities.
  • Inform the grants program design, objectives, and outreach strategy to reflect specific country needs, actors, and local priorities that will best support systems optimization while reaching marginalized communities and vulnerable populations.

Principal Duties and Responsibilities

For each country, the LGHS OD Specialist will:

  • Review key project documents to understand the scope of LGHS in relevant countries, including landscape assessment tools, the mission scope of work, and related short documents describing the grants, landscape assessment and OD workflow.
  • Contribute to the desk review, identifying resources and providing summaries to help the team better understand localization, health security and organizational development work.
  • Support the development of country-specific materials for the mission’s review, including a presentation summarizing findings from the desk review, the SOW, a draft visit schedule and an adapted RFI.
  • Schedule and conduct informational interviews by phone ahead of the in-country visit with relevant organizations.
  • With the other members of the landscaping assessment team, conduct key informant interviews with a range of stakeholders, most of which are local organizations working at the sub national level (travel outside of Dakkar is expected).
  • Document findings from key informant interviews through clear notes from the meetings and contributing to the first draft of the organizational landscape report.
  • Contribute to a presentation of findings from the in-country interviews that will be presented to the mission 2 weeks after the end of the in-country interviews.

Deliverables

  • Summary of resources contributed to the desk review (1-2 pages) – including review of background documents – 5-7 days
  • Draft sections of the organizational landscape assessment report, based on in-country interviews (5-7 pages) – including time spent conducting the landscape assessment in-country – 16 days
  • Draft presentation to the mission on findings from the in-country visit—2 days

Requirements

Qualifications

  • Master’s degree with eight (8+) years of relevant work experience or bachelor’s degree with at least twelve (12+) years of work experience.
  • Other local education and experience: Equivalent combination of education and experience as bachelor’s and
