2020 Julia Taft Refugee Fund for NGOs – Malaysia

U.S. Embassy Kuala Lumpur, in collaboration with the U.S. State Department’s Bureau of Population, Refugees, and Migration (PRM), is currently accepting proposals from NGO partners working in the area of refugee protection and assistance in Malaysia through its Julia Taft Refugee Fund.

This funding support is intended to meet one-time, low cost intervention in refugee protection and assistance and respond to critical gaps that have not been met by larger multilateral refugee programs. The fund is not intended for recurring programs and is not meant as an emergency fund.

Funding Information

Most proposals considered are between $5,000 and $25,000.

Eligibility Criteria

  • Applicants must be a registered organization (e.g. NGO, community-based organization, faith-based organization);
  • Consideration for support is given to projects that benefit both populations of concern and their host communities, with a target beneficiary base of at least 50 percent refugees or returnees;
  • Local NGOs will be given priority. International NGOs may apply but must have a close partnership with a local NGO as the preference is to support reliable local NGOs to encourage capacity building for smaller, local partners.

Criteria

Each application will be evaluated and rated on the basis of the evaluation criteria outlined below. The criteria listed are designed to assess the quality of the proposed project and to determine the likelihood of its success:

  • Organizational Capacity: The organization has expertise in its stated field, has the internal controls in place to manage federal funds, and the Embassy is confident of its technical capacity to undertake the project;
  • Goals and Objectives: Goals and objectives are clearly stated and the project approach is likely to provide maximum impact in achieving the proposed results;
  • Embassy Priority: Applicant has clearly described how stated goals relate to and support U.S. Embassy Kuala Lumpur’s priority areas;
  • Sustainability: Project activities will continue to have positive impact after the end of the project;
  • Feasibility: Analysis of the project’s economic, organizational, and technical feasibility. This is related to the project approach, budget item requested, proposed project timeline, and technical and human resource capacity of the organization;
  • Budget: The budget justification is detailed, reasonable, and realistic in relation to the proposed activities and anticipated results;
  • Monitoring and Evaluation Plan: Applicant demonstrates ability to measure program success against key indicators and provide milestones to indicate progress toward goals outlined in the proposal.
