TITLE: Associate II and Country Director, Senegal

REPORTING TO: Director, Country Strategy

JOBS SUPERVISED: Office Manager; Senior Program Officer

ASSIGNMENT LENGTH: Two years, renewable by mutual consent and availability of funding.

POSITION SUMMARY:

The Population Council is seeking an experienced research professional to provide leadership for its programs and office in Senegal.

The Country Director will be responsible for overall management and implementation of the Council’s research, technical assistance, and policy efforts in Senegal, with a focus on addressing the sexual and reproductive health needs of adolescents and expanding access to quality and rights-based family planning services and safe abortion.

Sh/e will provide oversight for, represent, and expand work across the Council’s three areas of social and behavioral science research: HIV/AIDS; Poverty, Gender, and Youth; and Reproductive Health.

The Country Director will engage in and support social and behavioral science research and technical assistance in other Francophone West African countries, including Burkina Faso, in which the Council has an office, based on needs and opportunities.

Candidates must be currently eligible to work in Senegal. Senegalese nationals strongly preferred.

RESPONSIBILITIES:

1. In accordance with Council strategic objectives and priorities, supervise the development and implementation of adolescent and reproductive health research and program activities in Senegal and, as opportunities arise, in other countries in the Francophone West Africa region.

2. Design and write social and behavioral science research proposals to donors to fund new and innovative program efforts to sustain and expand the Council’s portfolio in Senegal. Serve as liaison to Council donors in and for Senegal, currently including the Hewlett Foundation and USAID.

3. Maintain and strengthen relationships with critical stakeholders, including donors, partner organizations, and public and private sector institutions. In particular, collaborate closely with the Ministry of Health of Senegal for the purpose of utilization and uptake of research results for improved policies and programming to advance sexual and reproductive health and rights.

4. Provide guidance and technical assistance to develop the research capacity of national counterparts and partners in country for the purpose of sustainability in the use of research for improved health and other outcomes.

5. Supervise the Office Manager in Dakar, along with the financial and administrative management of the Council office in Dakar to comply with Council budgetary and administrative processes and policies.

6. Ensure compliance with Council and donor requirements, including in-country and Council Institutional Review Board (IRB) approvals, and adherence to technical and financial reporting requirements. Ensure that grant objectives are met and related deliverables submitted in a timely and quality manner.

7. Contribute to the compilation, synthesis, and documentation of research results. Provide intellectual leadership in communicating evidence at country, regional, and global levels through presentations, reports, and publications in high impact peer reviewed journals.

8. Serve as the Council representative for business relationships and matters in Senegal. Collaborate across the Council’s Reproductive Health, Poverty, Gender and Youth, and HIV/AIDS programs, engaging in other activities and providing cross-country technical assistance in Francophone West Africa to contribute to regional and global advancement in sexual and reproductive health and rights.

QUALIFICATIONS:

1. Ph.D. in public health, social science, or a related field, with at least six years relevant experience.

2. Extensive experience and cultural understanding of sexual and reproductive health and rights programming, including adolescent health and family planning, in Senegal.

3. Demonstrated success in fund raising for social and behavioral science research, including proposal writing.

4. Excellent leadership skills, including proven ability to lead and manage research and administrative staff and teams.

5. Demonstrated expertise in the successful conceptualization, implementation, and management of sexual and reproductive health and rights research, including quantitative and qualitative methodologies, and program monitoring and evaluation.

6. Proven ability to work with government and local partners to influence program and policy change and develop capacity for the conduct and use of research.

7. Excellent written and verbal communication skills in both French and English, with ability to write protocols and reports, publish papers, and make persuasive presentations.

8. Excellent diplomatic, representational, and interpersonal skills. Professionalism and maturity to work successfully in cross cultural settings.

9. Willingness/ability to travel internationally as needed.
