Regional Consultant in Law

Background

The Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) is tasked with assisting Governments in its region with building capacity in the areas of drug control, crime prevention and criminal justice. Activities are implemented through regional and thematic programmatic frameworks.

ROSEN requires the services of a legal consultant (Justice Programme Support) to produce a series of products in support of the implementation of the Justice component of the UNODC Sahel Programme.

Duties and Responsibilities

The consultant will prepare background information, training materials, presentations, minutes and reports related to regional and national workshops and meetings on justice themes in the Sahel region.

The consultant will perform legal research on issues of criminal justice and crime prevention, and provide legal advice, both written and oral; assist in the review of legal documents, instruments and other material; draft reports, correspondence and speeches related to the activities of the Justice Section; and, perform other duties as may be assigned.

Under the supervision of the Head of the Justice Section, the consultant will conduct research, prepare background information, training materials, pre- and post-test forms, presentations, minutes and write reports related to the following national and regional workshops:

National training for criminal justice officials in contact with victims and witnesses in Mauritania (November 2017);
Regional meeting to assess the training needs and support the delivery of human rights courses for lawyers and judges (December 2017);

National trainings on legal aid in Niger (January – March 2018);
Tailored trainings for the Sahel countries on human rights for lawyers and judges (January 2017);

Assessment mission to review existing referral mechanisms between law enforcement and criminal justice officials in Mauritania (February 2018) and Mali (March 2018);

National workshops supporting Niger to strengthen the capacity of the judicial anti-terrorism unit (October – March 2018);
National trainings on legal aid in Mauritania (February 2017);

National workshops supporting Liberia to enhance the capacity of security, law enforcement and related agencies to effectively counter transnational organized crime and illicit trafficking in Liberia (November 2017 – February 2018);

And draft project proposals for funding (November – March).
Dates and details of deliverables/payments

The copyright of all versions of the reports remains with UNODC.

Expected tangible and measurable output(s)/deliverable(s):

Before the start of each workshop or seminar, the Contractor is expected to deliver a file that contains the following documents:

Substantive background informationTraining materials;
Pre-and post-test forms;
Presentations for UNODC staff;
Following the conclusion of each workshop or seminar, the Contractor is expected to complete the file with;
Participants’ lists;
Meeting report;
Pre- and post-test reports.
Payments will be made upon satisfactory completion and/or submission of outputs/deliverables.

Please note that last payment must coincide with the end of the contract and must be identical to payment phases in the engagement of consultant/IC request.

Indicators to evaluate the consultant’s performance

All the outputs should meet the satisfaction of the UNODC ROSEN Regional Representative based in Dakar, according to the following criteria:

Quality of the outputs submitted;
Technical competence;
Timeliness of the delivery.
Required Skills and Experience

Academic requirements:

Advanced university degree (Master’s degree or equivalent) in the field of law.
Experience:

A relevant and progressively responsible work for 3 years experience in the field of international law;
Experience in legal research and backstopping training is also an asset;
Working experience with the United Nations system is an advantage, as is experience in Africa.

Languages:

English and French are the working languages of the United Nations Secretariat;
For the position advertised, fluency in French, with proven drafting and communication skills, is required;
Ability to work in English is an asset.
