Job Introduction

The International Bureaux Management (IBM) team supports all News Group bureaux. The Finance Manager reports to the International Hub Bureau Manager, Dakar

You will report to the International Hub Bureau Manager, on the running of Dakar Bureau finances. You will also be responsible for the supervision of the financial affairs of the Dakar Bureau. You will be responsible for financial reporting and will deputise for the International Hub Bureau Manager, Dakar when needed. This role will ensure that BBC’s financial guidelines are followed while complying with local laws.

The key task of this role is to provide efficient functioning of the office finance, and to give reliable support to the editorial activity of the Dakar Bureau by supervising the finance area for all divisions, in compliance with the strategic priorities of all parts of the business. In doing so, the post holder will work with the International Bureaux Finance (IBF) and IBM teams and the International HRBP. You will supervise the work of the Bureaux Accountant.

Role Responsibility

• Preparation of all financial statements; including Management Accounts, statutory accounts, recording each transaction in an appropriate and timely manner in the accounting system as required by the IBF team.

• Responsible for payroll in the Dakar Bureau and making all
third party payments.

• Responsible for advances management and ensuring that
appropriate authorisations are in place and records maintained.

• Managing BBC’s taxes profile, i.e. ensuring all taxes are
properly recorded, paid and reported.

• Directly coordinating with the finance and editorial teams in
UK for all staff with respect to their respective requirements.
• Directly liaising with the IBF and IBM teams on reporting and
approvals.

• Preparation and submission of monthly financial returns, bank
reconciliations and petty cash reconciliations.

• Coordinating with staff on travel and other expenses and
providing guidance on filing of expense claims etc as per BBC
policies.

• Dealing with all payments to all domestic and international
vendors, including issuance of purchase orders, processing of
invoice and fund transfers.

• Supervising day to day dealings with banks for bank transfers,
account openings of staff payroll, foreign remittances, working
through the IBF team where appropriate and in line with agreed
policies and process.

The Ideal Candidate

•Fluent spoken and written English; excellent communications skills, both written and verbal, and ability to manage remote
communication effectively.

•Experience in financial reporting and ability to structure and
read detailed financial data.

• Accountancy qualifications and experience.

• Sound book keeping experience including: working with budgets,
including forecasting; producing timely and accurate information
and reports; advising managers of cost issues.

• Strong planning, time management and organisational skills with
the ability to work across many different projects at once.

• People management skills.

• Ability to work unsupervised in a busy and pressurised
environment.

• Ability to work with attention to detail and accuracy.

• Good IT skills with an intermediate knowledge in Excel
preferable.

• Good working knowledge of BBC Health & Safety procedures.

• A lively interest in the broadcast news, online news and wider
media environment and appreciation of the particular demands it
may place on financial and administrative work.

• Knowledge of regional media scene and future trends;
sensitivity to and awareness of the role of international
broadcasters in Senegal
