Shelter For Life International (SFL) is a Christian Relief and Development organization with over 30 years of history in providing humanitarian assistance to post conflict countries. SFL is currently operational in Afghanistan, Liberia, and Senegal. Our Headquarters is located in Minnetonka, MN. SFL provides support and assistance in the following areas:

1. Shelter and Population Settlement

2. Application of Microcredit

3. Agriculture Development and Food Security

4. Reconstruction of Physical and Market Infrastructure; i.e. farm-to-market roads, irrigation systems, and food storage, etc.

Position Summary:

This full time Project Manager (Database Development & Administration) position based in Ziguinchor, Senegal will help SFL design, implement, and manage a platform for administering and reporting on critical program data. The Manager will work closely with key stakeholders to strategically operationalize key systems for the collection and analysis of big data.

The Manager provides leadership and direction for SFL’s data management strategy, beginning with the LIFFT-Cashew program in Senegal. SFL anticipates that the contract will run for two years, primarily based in Senegal. By that time, a local manager should be positioned to continue to manage the system into the future. This is an exciting new component of our work and we are looking for someone who is passionate about data and SFL’s core values.

Essential Responsibilities:

Platform design – 50%

Work closely with key stakeholders, particularly program and M&E staff, SFL leadership, and the donor to:

· Provide, propose, evaluate, and select appropriate platforms for big data management

· Select a contractor to build the data platform

· Determine proper indicator data points and collection methodologies

· Guide the development of the data platform based on significant input from stakeholders and with a clear vision for future use and scaling

Platform and data management – 30%

· Manage, and maintain database systems

· Ensure quality assurance on data collection, storage, and analysis

· Big data analysis and reporting

Training and capacity building – 20%

· Conduct (or organize from external contractors) training for SFL users

· Select local data management team, train local team and build their capacity to manage systems in the long-term

Qualifications:

Required:

· Bachelor’s degree in computer science, or related field

· Familiarity with CRM databases, particularly Salesforce

· Strong organizational and administrative skills, including demonstrated experience managing business intelligence processes

· Strong understanding of quantitative and qualitative data, data collection, and statistics

· Strong listening skills, excellent interpersonal skills and cross-cultural sensitivity

· Strong command of written and spoken English language

· Strong computer skills in word processing, spreadsheet, electronic mail and data base systems, use of social networking

· Champions the Christian mission, vision and values of SFL

Preferred:

· Graduate level degree in international development, business or public policy

· Program Management Professional training and/or certification

· 2+ years of experience in a humanitarian organization, including one year of international experience

· Experience in less developed countries

· Experience in innovative approaches to monitoring and evaluation of development projects

· Strong command of written and spoken French language

· Demonstrated ability to hold people accountable and influence others without formal authority

· Demonstrated ability to establish and maintain a positive and professional work environment
