Chief of Party/Country Director – Senegal

Shelter For Life International (SFL) is a Christian Relief and Development organization with over 30 years of history in providing humanitarian assistance to post conflict countries. SFL is currently operational in Afghanistan, Liberia, and Senegal. Our Headquarters is located in Minnetonka, MN. SFL provides support and assistance in the following areas:

Shelter and Population Settlement

Application of Microcredit

Agriculture Development and Food Security

Reconstruction of Physical and Market Infrastructure; i.e. farm-to-market roads, irrigation systems, and food storage, etc.

SFL’s mission is to Demonstrate God’s love by enabling people affected by conflict and disaster to restore their lives and rebuild their communities.

We are currently seeking a Chief of Party/Country Director to lead a multi-faceted project in Senegal, Guinea Bissau and The Gambia. This position will be responsible for overseeing a five-year program focused on the construction of tertiary road networks and improving the cashew value chain in the aforementioned countries. The position requires a good understanding of cash-crop-value chain (preferably that of cashews), a strong command of project and administrative management, the demonstrated ability to foster a collaborative team spirit, and the ability to represent SFL with external stakeholders, such as the local and national governments, target communities, and representatives of the U.S. Embassy. The position of Chief of Party/ Country Director serves as the primary contact to the Headquarters Office. This person will ensure that operational goals and objectives are achieved and reported through appropriate and professional means, while maintaining the safety and integrity of the overall mission. This involves close oversight of project budget and progress, establishing positive working relationships with donors and other stakeholders in each of the target countries, and providing oversight, ethical Christian leadership to each sector manager (infrastructure, monitoring & evaluation, agriculture, finance and administration).

Areas of Responsibility:

Cashew Value Chain Management – 20% of the time

The candidate demonstrates a fair understanding of the cashew value chain in West Africa in an effort to properly and effectively lead technical teams that add value to the sector. The technical teams that work in this project include infrastructure construction team, finance, agriculture and enterprise development teams.

Program Operations Management – 60%

The candidate must demonstrate an excellent understanding of the cycle of project management, has a disciplined approach to managing a multi-national and multi-expertise group of professionals, and has a good understanding of the application and enforcement of US Government’s financial and administrative rules and regulations. The job requires the candidate to design, develop, execute and oversee monthly, quarterly and annual operations and financial plans which involves the input of the sector managers and staff. Moreover, the candidate understands and enforces SFL’s internal control procedures, outlined by the Field Operations Manual, Employee Handbook and the Who we are, What we believe, and How we serve documents.

Team Leadership – 10%

As the senior member of Shelter For Life team, the candidate is the primary representative of the organization in the region; so, the post requires excellent ability to provide direction for team, develop and foster a professional, courteous, and productive team environment. Moreover, as the regional representative of Shelter For Life, the candidate demonstrates exemplary ability to forge and sustain positive working relationships with external stakeholders, including the representatives of the United States Embassy, governments of host countries and beneficiary communities.

Business Development – 10%

As the primary contact for the organization, the candidate will work with SFL HQ senior management to develop country and regional operations plan and business strategy, which gives direction to SFL’s future program development initiatives in the region. Moreover, the candidate will promote the work of SFL with potential donors (foreign governments, foundations and multilateral organizations), and stakeholders, look for and evaluate new partnership opportunities, and actively seeks new program opportunities in keeping with overall country strategy.

Education and Experience Requirements:

Bachelor’s degree in business, economics, international development, or related field, or professional experience in the same areas (master’s degree or higher preferred).
Experience with infrastructure construction, cash-crop value-chain management, microfinance and enterprise development is highly desired.
Demonstrated experience in reporting project progress as it relates to donor guidelines.
Project and administrative experience in a cross cultural environment.
· Prior experience in Africa is preferable.

· Christian leadership skills; ability to maintain a positive work environment with professionalism.

· Strong teamwork and listening skills combined with excellent interpersonal skills and cross-cultural sensitivity.

· Ability to research, analyze, coordinate, & plan – both strategically and innovatively.

· Ability to quickly assess complex programs and situations and form accurate opinions.

· Ability to respond practically and operate successfully in difficult field conditions.

· Willingness to adopt the use of locally appropriate technologies.

· Ability to be flexible, persistent and diplomatic and to gain respect among staff, local community leaders as well as local government ministries and donor organizations.

· Excellent written and verbal English and French; aptitude for languages.

SFL is interested in applicants whose values and determination to achieve impact are evident and aligned with organizational priorities, even if those candidates do not have lengthy experience.

Dates:

· A minimum of 12+ months of commitment to live and work in Senegal is required.
