Financial Analyst, Oxfam US Africa Portfolio Management Unit
Location: Dakar, Senegal

BACKGROUND:
Oxfam US is an international relief and development organization and part of the confederation of affiliated Oxfam institutions working together around the world to address poverty and injustice. Oxfam US has supported a portfolio of development and humanitarian work investments in the region for over 30 years. The portfolio directs financial, technical and other support to Oxfam Country Strategies (OCS) and Oxfam Regional Programs (ORP) in the Africa Region in order to help them achieve focus, scale and impact from community through to national, regional and global perspectives. At the same time, the sum of this support contributes to coherent report narratives compliant with Oxfam US administrative obligation and relevant to the Oxfam US constituency.

THE POSITION:
The Financial Analyst is an integral member of the Oxfam US Africa Portfolio Management Unit within the International Programs Department.

The purpose of this post is to take the lead role in oversight of systems management ensuring quality standards consistent with corporate objectives and priorities. The post plays a critical role in strategic decision making and operations, ensuring high quality financial management of both general and restricted funds and includes responsibilities for the implementation of OUS financial strategies and systems as required.

This post is matrix managed. Direct line managed lies with Africa Portfolio Manager while matrixed line management with Chief Financial Officer in the Operations Division in the Head Office in Boston[1]. The positon works closely with the Program Operations Director, IPD.

PRIMARY RESPONSIBILITIES

SYSTEMS QUALITY

Responsible for implementing relevant Oxfam US financial management strategies in the region and for providing options on organizational strategy to maintain efficiency.
Providing specialist advice to members of OI line management, colleagues, and partners etc., on OUS financial management and IS.
Provide objective contribution to the refinement of financial, Information System and Human Resource strategies from Oxfam US including collaboration with other departments and other regions.
Analyze and communicate complex and specific regional information to the PMT, OI management and staff in the region and also in communications with OUS offices in the US.
Business Support to ensure the provision of quality business support in areas such as facilities, logistics, purchasing and asset management across the Region when relevant.

FINANCIAL MANAGEMENT
To be accountable for the implementation of the corporate and divisional finance strategy and ensure effective financial management, asset management and financial accountability within the Region, complying with national government(s) requirements
Together with the Portfolio manager and IPD, support preparation of the annual Africa budget and monitor implementation periodically, providing advice and executing budget changes.
Support the development of an agreed funding strategy for Africa targeting US donors; optimizing funding opportunities for programs, supports production of financial reports and helps with commissioning of audits required by donors.
Provide financial management support and oversight for restricted funds in compliance with donor requirements as needed.
GRANT MANAGEMENT
Serve as technical support in design and as a key member in review of inter-affiliate MOUs and inter-affiliate grants initiated via the Program Investment Portfolio.
Oversees MOU and Grant compliance with Oxfam US’s financial reporting requirements, commissioning audits as needed.
Oversees grant compliance in finances as per OUS’s grant management system (CCGT) with countries and regions as required.

TEAM MANAGEMENT
To be responsible for the effective performance management of PMU staff reporting to the position, if any, ensuring assessment, development and performance management against objectives and organizationally agreed competencies;
To be responsible for the implementation of Oxfam’s relevant organizational standards and compliance with legal obligations across the Region, supporting the Portfolio Unit Manager
In consultation with HR and the RD, supports human resource issues, such as staff and consultant contracts, ensuring the corporate benefits package and consistency with local law.

HUMANITARIAN RESPONSE
When a humanitarian emergency occurs assume role designated by Oxfam
OTHERS
Perform other duties as assigned by the Portfolio Unit Manager

EXPECTATIONS FOR THE POSITION
The incumbent will stay abreast of professional standards, trends and issues affecting this set of responsibilities, demonstrating continuous learning of the field.
S/he will work effectively and collaboratively in support of building a team-based culture of work, will perform all duties appropriately for a multi-cultural environment, treating all persons with dignity and respect, and will be familiar with and committed to Oxfam America mission and goals.

QUALIFICATIONS
Education:
Professional advanced degree in Accounting, Finance, Business Administration or related field.

Experience and Core Competencies:
A strong commitment to Oxfam’s purpose, a broad understanding of the work culture in the “development” sector and its impact on key areas of responsibility and a commitment to humanitarian principles and action;
Seven years progressively responsible experience in the financial management of an organization with an annual budget of at least USD$3 million.
Expertise in the application of strategic financial management and experience in maximizing resource utilization;
Experience of leading the implementation of operational improvements and the persistence to achieve change in a challenging environment;
Basic knowledge of human resource management strategies and tools
Good understanding of information systems and information technology with a sound knowledge of their development and capabilities;
Leadership qualities and people management expertise to provide direction and effective support to a multidisciplinary and multicultural team;
Ability to gain and apply knowledge of the statutory requirements of countries in the region and of the impact of local culture and tradition.
Effective verbal and written communication skills, including high-level interpersonal and representational capabilities; fluency in written and spoken English and French essential.
Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions;
An understanding of gender and diversity considerations within key areas of responsibility and commitment to addressing inequalities in the workplace and the programme.
Major local African languages skill a definite asset.
