Position : Finance and Operations Manager

Background: Established in 1915 with Helen -Keller as a foun­ding trustee, Helen Keller International (HKI) headquartered in New York City, works in 13 countries in Africa, as well as Asia and the United States. The mission of HKI is to save and improve the sight and lives of the world’s vulnerable by com­batting the causes and consequences of blindness, poor health and malnutrition. Each year, our programs directly benefit millions of people – especially women and children. HKI programs work across three pillars of eye-health, nutri­tion and neglected tropical diseases. HKI has a worldwide annual budget of $83 million in fiscal year 2016-17.

The Africa Region is recruiting a « Finance and Operations Manager » (FOM) for Africa Regional Office based in Dakar. The Finance and operations manager leads and has oversight responsibilities for all finance, administrative and human resources activities related to the HKI regional office in Dakar, Senegal, under the supervision of the Regional Director of Operations. The FOM supervises a team of 10 employees, and collaborates with other regional office team members, inclu­ding regional managers for finance, human resources and information systems. The FOM also supports and collaborates with regional program staff.

RESPONSIBILITIES

Responsibilities include but are not limited to the following: FINANCE

  • Adherence to the financial policies, procedures and prac­tices as outlined by governmental contracts, sub-contracts and private foundation agreements.
  • Processing data into and management of the financial database (Quickbooks).
  • Production of month-end financial reports, per agency policies and procedures.
  • Monitoring of project expenses against donor and agency budgets for all regional projects.
  • Production of donor reports, per donor and agency poli­cies and procedures.
  • Liaison with donors, banks, contractors, government officials and other partners relating to administrative and finan­cial issues.
  • Preparation of the annual budget for the Regional Office and routine updates.
  • Collaboration in development of proposal budgets to be submitted to donors, as opportunities arise.
  • Preparation and submission of monthly funds requests to Headquarters.
  • Oversight of processing of expense vouchers, preparation of requisition and payment voucher forms for payment of bills and preparation of checks for signature and check expense claims for accuracy.
  • Oversight of filing office documentation, reports and receipts (donors, partners, national directors, consultants).

HUMAN RESOURCES MANAGEMENT

  • Drafting contracts, salary computation, monitoring of leave entitlements, monitoring of staff retirement pension fund and social security scheme, health insurance, income tax for staff hired in Senegal.
  • Support to settling-in, arranging visa* and other services to expatriate personnel.
  • Supervision of support staff (Administrative Assistant, Drivers, Guards and maintenance staff).
  • Co-ordination of timesheet completion of Africa Country Directors and Regional Staff and maintenance of confidential personnel records.

ADMINISTRATION

  • Supervision and management of travel arrangements (rou­ting, ticket and hotel booking, visa application, allocation of travel expenses).
  • Support to regional conferences and workshops (budget and logistics).
  • Management of office logistics (lay-out, smooth running, supervision of inventory). .
  • Oversight of office supplies and maintenance products.
  • Supervision of vehicle management (vehicle use logs, maintenance, insurance, registrations with Government).
  • Management of procurement, per organizational and donor policies (tenders, orders and payments).
  • Collaboration with ministries for administrative matters (customs clearing, tax exemption, investment programs, application for permanent visa, memorandum of understan­ding, etc).
  • Implementation of regional office security procedures and duty of care, per organizational policies.
  • Participation in the regional management team meetings and decision making.
  • Other tasks appropriate to the role.

REQUIREMENTS

  • University degree relevant to the enumerated tasks and demonstrated hands-on experience in finance/administra­tion.
  • Familiarity in computerized accounting/finance systems (Quickbooks).
  • Excellent organizational skills and attention to detail, o Ability to manage multiple tasks simultaneously, o Experience with international organizations, NGOs and other local development agencies.
  • Good oral and written communication skills in French and English language.
  • Knowledge of USAID and donor regulations and proce­dures.
  • Ability to use Microsoft suite (World, Excel, Outlook, PowerPoint).
  • Ability to work4well both independently and as part of a team.
  • Right to work In Senegal (this contract will be under natio­nal staff terms and conditions).
