Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of EUTF Coordination Unit Officer and in collaboration with the Director of Communications, the successful candidate will have the following responsibilities pertaining to awareness raising on safe migration.

In light of the rise in irregular migration and the abuses suffered by migrant’s en-route, notably in Libya, the scale of IOM’s response in West Africa is growing exponentially.

It is therefore crucial to recruit a Communications Campaigns Officer whose role will be to prepare timely and professional coordination and preparation communications outputs from migrants who have been returned voluntarily to their countries of origin, to share such stories with the communities, the media, general public and internally within IOM with a focus on support awareness raising issues in West Africa.

Core Functions / Responsibilities:

1. Ensure a proper coordination of the awareness raising strategy in WCA.

2. Collect, record and edit testimonies of migrants. These stories will be captured by field staff using a mobile recording application developed by IOM for the collection of return stories. Using this app, field staff will be able to record studio quality audio recordings and short narratives of Page 1 / 4the migrants’ personal journeys.

3. Develop and disseminate multimedia, multilingual awareness raising materials for migrants in Libya or in transit there. IOM communications specialists will develop graphic narrative comics, social media content, and other communications tools in all relevant migrant languages with up-to-date information regarding specific dangers of irregular migration, based on the experiences of other migrants who have transited through Libya, as well as information on voluntary return.

4. Support in the implementation of the Aware Migrants Information Campaign –Engaging West African Communities (EWAC).

5. Establish a Migration Information Hotline for migrants in transit. The information line will utilize Interactive Voice Response (IVR) to streamline voice and SMS communications. 6. Incorporate vetted stories collected to support IOM’s awareness materials for migrants in transit in Libya. IOM Libya will obtain the consent of the migrants to be featured, and produce multi-lingual multimedia content, including credible messages from returning migrants to be disseminated over social media channels.

7. Organize Town-Hall style meetings in communities of return with the proceedings recorded and rebroadcast over radio, TV and other channels.

8. Establish SMS communication channels to enable migrants to text with questions and updates. This information will be categorized, confirmed, and triaged for follow-up by a dedicated staff member.

9. Set up Community Response Map (CRM) to gather feedback and disseminate updates to migrants. The CRM feedback platform will measure the impact of the in-country information campaign. Feedback gathered via the hotline, SMS and social media surveys will be fed into CRM and shared with relevant actors. IOM will use information obtained through the CRM to customize its interventions in Libya and identify programming gaps.

10. Work with implementing media partners with legitimacy and credibility throughout the target area.

11. Coordinate among HQs, RO Dakar, IOM Rome and country-level missions in the EUTF on the preparation of situation reports, press briefing notes, news stories and images showing IOM’s response work in the affected area.

12. Develop IOM communications strategy for communicating about irregular migration, including development of a centralized system for knowledge sharing and information management.

13. Provide social media curation and timely and efficient distribution of all campaign related media content collected from migrants and other relevant actors.

14. Field migration-related media enquiries being received and be available for interview.

15. Work closely with staff in RO Dakar, MCD Geneva and EUTF missions to develop regular press briefing notes and regular social media updates on IOM’s work in the awareness campaign responding regarding the development and challenges of irregular migration.

16. Ensure that there is appropriate gender awareness in all IOM communications in relation to the issue.

17. Contribute towards the coordination of IOM’s media outreach with the UN Humanitarian Communications team and other international and news agencies.

Page 2 / 418. Coordinate development of social mobilization strategies and tools to strengthen information campaigns in Ebola-affected areas.

19. Contribute towards the production of various media resources for affected populations based on key messages and concerns in the context of the EUTF project.

20. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Mass Communication, Journalism, Public Information or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in media and communications;

• Previous experience writing and reporting in international and crisis contexts;

• Strong organizational and editorial skills;

• Ability to timely understand the Organization’s structure and portfolios;

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

• Proven ability to produce quality work accurately and concisely according to set deadlines;

• Practical experience of how to multi-task, prioritize and work independently. Languages

Fluency in English is required. Working knowledge of French and/or another West African language is an advantage.
